describe the qualities of a conservation area and what makes them special. Conservation areas are areas of special architectural or historic interest which have a character or appearance which it is desirable to preserve or enhance.

The character appraisals and revised boundaries were subject to public consultation for six weeks between 9 June and 18 July.

The committee will consider a proposal to keep appraisals up to date by reflecting decisions taken in conservation areas that affect the content of the conservation area appraisal. These changes would be made by officers, and full reviews of the conservation areas and any proposed boundary changes would still be reported to the committee.

Following appraisal of the existing boundaries and consideration of stakeholder consultation, a number of boundary changes are proposed.

For the City Centre, it is proposed to add Castlegate, West Street, and the Millennium Gallery. It is proposed to remove the developments between St Paul's Parade and Millennium Square.

For the Kelham Island Conservation Area, it is proposed to add a small extension from South Parade up to Shalesmoor Road, the Coal Drops, and Neepsend. It is not proposed to remove any existing areas in Kelham Island.

If the committee agrees with the recommendation to extend Kelham Island Conservation Area into Neepsend, it is recommended that the conservation area be renamed Kelham Island and Neepsend Conservation Area.

Planning Applications

The committee will consider the following planning applications:

Malik House, 41 Springfield Road, Sheffield, S7 2GE

Planning application 25/02046/FUL concerns the proposed change of use of Malik House, 41 Springfield Road, from a dwellinghouse (Use Class C31) to a nursery/family centre (Use Class E(f)2), and the erection of a single-storey side extension and canopy to the front. The recommendation is to refuse the application.

The reasons for refusal are:

  • The proposal has the potential to generate a significant increase in parking demand, and the absence of suitable drop-off facilities is likely to result in inappropriate parking that would be disruptive to traffic flow and pedestrian safety.
  • The change of use presents a significant intensification of activity in close proximity to other residential dwellings, which would result in noise and a perceived loss of privacy.

Royal Hotel, Main Road, Dungworth, Sheffield, S6 6HF

Planning application 25/00501/FUL relates to the Royal Hotel, Main Road, Dungworth. The proposal is for the use of the ground floor of the public house and associated holiday accommodation as two dwellings (Use Class C3). The recommendation is to grant the application conditionally.

The Royal Hotel is in the Green Belt and an Area of High Landscape Value, as well as an Area of Special Character. A Public Right of Way extends along the application site's northern side. The public house closed in February 2024.

The applicant is seeking permission to change the use of the public house and associated holiday accommodation into two dwellings. The two dwellings would be formed from the conversion of the ground floor of the public house into one three-bedroom house, and the amalgamation of the three holiday lets into a further one-bedroom house (bungalow). The upper floor would continue to remain as a separate flat.

The application was supported by a Business Viability Report, which details that despite efforts by the existing owners, the public house is no longer viable as a business due to the need to upgrade the existing building, a declining level of custom, and a wide range of alternative community facilities and public houses located nearby.

The committee will receive a report detailing planning appeals received, dismissed, and allowed by the Secretary of State.

The report includes the following new appeals received:

  • An appeal against the refusal of planning permission for the installation of an air source heat pump at 11 Grove Avenue, S6 4AR (Case No: 25/01938/FUL).
  • An appeal against the refusal of planning permission for the construction of a vehicular access at 54 Norton Lees Lane, S8 9BE (Case No: 25/01565/FUL).
  • An appeal against the refusal of advertisement consent for a totem sign at 100 Savile Street, S4 7UD (Case No: 25/01341/ADV).
  • An appeal against the refusal of planning permission for a hip to gable roof extension at 82 High Storrs Road, S11 7LE (Case No: 25/00635/FUL).

The report also notes the following appeal decisions:

  • An appeal against the refusal of planning permission for the demolition of a garage and erection of a self-build single-storey dwelling at 16 Whiteley Lane, S10 4GL (Case No: 24/03629/FUL) has been dismissed.
