The Strategy and Resources Policy Committee is scheduled to meet on Monday, 13 October 2025, to discuss a range of strategic issues facing Bristol City Council. The agenda includes financial performance, long-term financial planning, updates on property and risk management, and items relating to culture and sport in the city. Financial Performance and Strategy
The committee is scheduled to review the Period 5 Finance Outturn Report 2025/26, which provides an overview of the council's financial performance against the approved budget. The report includes the General Fund revenue budget, savings delivery, the Housing Revenue Account (HRA), the Dedicated Schools Grant (DSG), and the Capital Programme. The committee will also look at the Medium Term Financial Strategy and Capital Strategy 2026/27, which sets out the council's strategic approach to financial management and a framework for delivering its priorities. The report pack says that the Medium Term Financial Strategy identifies a cumulative peak funding gap of £117.1 million by the final year of the 2026/27 – 2030/31 period, with a funding gap of £20.8 million in 2026/27.
Ashton Court Mansion
The committee is scheduled to discuss the future of Ashton Court Mansion, a Grade I listed building currently on Historic England's 'At Risk Register'. The report pack includes a proposal from the Bristol Historic Buildings Trust (BHBT) to take on a long-term lease and restore the mansion through a phased regeneration programme. The committee will consider whether to endorse the approach that officers continue discussions with the BHBT on the exclusivity terms set out in the report in relation to the proposed lease and the related full business case.
One City Plan Refresh
The committee will consider the refreshed Bristol One City Plan, a collaborative framework setting out the strategic direction for Bristol to be a fair, healthy, and sustainable city by 2050. The report pack says that the committee will be asked to endorse the refreshed plan and note the transition to a five-year planning cycle. The One City Plan is structured around seven thematic boards, including Children and Young People, Culture, Economy and Skills, Environment, Homes and Communities, Health and Wellbeing, and Transport.
Women's Football World Cup
The committee will consider a report seeking approval to proceed with a bid to be a host city for the 2035 FIFA Women's Football World Cup Finals. The report pack notes that the UK is the only bidder to host the tournament, and that Ashton Gate Stadium would be a venue for early-stage games. The report pack says that a requirement of being a host city is the facilitation of a fan zone, with Queen Square identified as a suitable location.
Property Transformation Programme
The committee will receive a quarterly update on the progress of the Property Transformation Programme. The report pack says that the programme includes implementing a centralised 'One Council' approach to managing property assets, and reviewing the estate to implement a smaller and more efficient property portfolio. Corporate Risk Report
The committee will receive an update on current significant strategic risks to achieving the council's objectives, as set out in the Corporate Strategy 2025-2030. The report pack lists 17 risks, including possible failure to apply effective adult safeguarding, risk of adult social care market failure, and possible failure to deliver the City Regional Sustainable Transport Settlement 1 by March 2027.
