Coventry City Council is scheduled to meet on 14 October 2025 to discuss adult social care performance, the disposal of an asset at Binley Business Park, and several written questions submitted by councillors. Additionally, there are three motions scheduled for debate concerning government-funded childcare, fly-tipping, and socioeconomic disadvantage.
The following topics are scheduled for discussion:
Adult Social Care Performance
The council is scheduled to consider the Adult Social Care Performance - Self-Assessment and Annual Report 2024/25, following review by the cabinet and the Health and Social Care Scrutiny Board (5). The report includes a self-assessment and an annual review of adult social care in Coventry.
The annual report sets out the performance and achievements, along with considering the challenges for Adult Social Care in Coventry. It is intended to provide assurance to stakeholders that Adult Social Care is delivering its objectives and is achieving positive outcomes for people in Coventry within the resources available. The report highlights several key achievements:
- Safeguarding activity, with 88% of safeguarding concerns having their initial review or safety check completed within two working days.
- High performance in processing Deprivation of Liberty Safeguards (DoLS).
- Work with communities to ensure accessibility of information.
- A stable social care market able to respond to demands for care.
- Partnership working with NHS organisations.
- Promoting independence through occupational therapy and technology.
- Support to unpaid carers.
- A committed and stable workforce.
The report also identifies areas of focus for continuous improvement, including:
- Personalising the experience of care and support.
- Embedding policy frameworks in practice.
- Developing innovative services to extend the range of care and support services.
- Enhancing support to unpaid carers.
- Prevention strategies.
- Use of technology.
- Integrated care with health partners.
The Health and Social Care Scrutiny Board (5) recommends that the cabinet accepts the recommendations within the report.
Disposal of Asset at Binley Business Park
The council is scheduled to discuss the long leasehold disposal of an asset at Binley Business Park, following a recommendation from the cabinet. The report seeks approval for the disposal of Oakfield House for continued office use on a long leasehold basis to the existing tenant, Coventry Building Society.
The Coventry Building Society would pay the council £3 million as a lease premium, with a peppercorn rent and an estate service charge thereafter. The report states that the proposed transaction represents best value for the City in terms of financial value and supporting a local business.
Debates
Councillor Dr Lynnette Kelly and Councillor Beatrice Christopher are scheduled to propose a motion welcoming the Labour Government's plan to offer 30 hours of free, government-funded childcare, which they say would save families up to £7,500 a year. The motion also recognises the importance of building a future where children come first and ensuring that every child and young person has the best possible start in life.
Councillor Peter Male and Councillor Julia Elizabeth Lepoidevin are scheduled to propose a motion calling upon officers to find ways of working more cooperatively with Citizen Housing to tackle fly-tipping.
Councillor Grace Lewis and Councillor Esther Mary Reeves are scheduled to propose a motion to adopt the Socioeconomic Duty as a requirement for all relevant new and revised policies, plans, strategies and decisions taken by Coventry City Council. The motion notes that part of Section 1 of the Equality Act 2010 required public bodies such as Coventry City Council to consider how their decisions might reduce or increase inequalities resulting from socioeconomic disadvantage, but this has not yet been enacted nationally. The motion also welcomes the commitment in Labour's 2024 general election manifesto to bring Socio-economic Duty into force as part of Section 1 of the Equality Act.
Question Time
Councillors are scheduled to answer written questions. Councillor Maya Lapsa has submitted questions regarding:
- Closure orders for the illegal sale of alcohol, cigarettes and vapes.
- The proportion of illegal vapes confiscated that are tested and found to contain traces of synthetic cannabinoids or dangerous chemicals or metals.
- Reported fly-tipping incidents, enforcement letters sent and prosecutions.
- The number and cost of traffic calming schemes implemented.
- A fly-tipping incident in Budbrooke Close and response times.
Councillor Barbara Mosterman has submitted a question regarding an update on the annual cleaning roster for street sweeping and drain clearing.
Councillor Lewis has submitted questions regarding:
- Section 106 money collected and unspent per ward.
- The percentage of directly contracted staff paid at least the real living wage1 and of those, the percentage who are women, racialised minorities or define as having a disability.
- The pay ratio between the Chief Executive and the lowest salaried council worker.
