The Overview and Scrutiny Committee of Cotswold Council is scheduled to meet on 13 October 2025 to discuss a range of topics, including an update from Bromford Housing, the council's budget strategy, and the Cotswold District Local Plan. The committee will also review its work plan and forward plan, and receive updates from Gloucestershire County Council scrutiny committees.
Cotswold District Local Plan
The committee is scheduled to discuss the Cotswold District Local Plan (2011-31) Regulation 18 Consultation. The purpose of this discussion is to seek approval to consult on the preferred options for development in the Cotswold District for the Regulation 18 consultation1. The committee will also consider approving the updated Local Development Scheme to progress the plan to submission in winter 2026 and adoption in winter 2027.
Councillor Juliet Layton, Cabinet Member for Housing and Planning, Geraldine LeCointe, Assistant Director for Planning Services, and Jo Symonds, Head of Planning Policy and Infrastructure, are expected to be present for this item.
Budget Strategy and Medium Term Financial Strategy
The committee is scheduled to discuss the Budget Strategy and Medium Term Financial Strategy update. According to the agenda, the report sets out the budget strategy to support the preparation of the 2026/27 revenue and capital budgets and presents an updated Medium Term Financial Strategy forecast.
Councillor Patrick Coleman, Cabinet Member for Finance, and David Stanley, Deputy Chief Executive Officer, are expected to be present for this item.
Bromford Housing Update
The committee is scheduled to receive an update from Bromford Housing, who will be present to respond to questions and give a general update on their social housing in the district.
Councillor Juliet Layton, Cabinet Member for Housing and Planning, and Alan Hope, Head of Strategic Housing and Property, are also expected to be present.
Updates from Gloucestershire County Council Scrutiny Committees
The committee is scheduled to receive verbal updates on the work of external scrutiny bodies, specifically the Gloucestershire Economic Growth Scrutiny Committee from Councillor Angus Jenkinson, and the Health Overview & Scrutiny Committee from Councillor Dilys Neill.
Work Plan and Forward Plan
The committee will be asked to note and review its work plan and to select Cabinet decisions for pre-decision scrutiny at future committee meetings.
