Summary
The Salford Council Procurement Board is scheduled to meet to discuss awarding contracts for a range of services and projects, including drug and alcohol recovery services, construction and refurbishment projects, and solar panel installation. The board will also consider a proposal to go out to competition for the Unify Programme Due Diligence for Finance Services.
Pendleton Wellbeing Hub
The Procurement Board will consider a recommendation to approve the award of a contract for development design fees from RIBA1 2 up to RIBA 3, spatial coordination, for the Pendleton Wellbeing Hub.
According to the report pack, following a fire at the Clarendon Leisure Centre in May 2024, there have been discussions about rebuilding on the Churchill Way site, which was originally identified for the Pendleton Leisure Centre. The report pack states that Sport England presented a new Leisure Local model, which had been built in Mansfield and is under construction in Hyndburn.
The report pack states that the fees for taking the project to RIBA 3 are £238,974.05, with additional internal fees and contingency within the City Council Property Team totalling £25,000, bringing the total fees required to reach RIBA 3 to £273,000.00.
The chosen procurement route is through the UK Leisure Framework (UKLF) who are specialised in this field and have identified Alliance Leisure to act as the Development Partner.

The report pack states that Alliance Leisure have gained accreditation with the Living Wage Foundation and have advised that social value and sustainability are embedded into their processes.
Drug and Alcohol Recovery Services
The Procurement Board will consider recommendations to approve the award of contracts for mandated Drug and Alcohol Prevention, Treatment and Recovery services in Bury, Salford, and Trafford. These are split into two lots:
- Adults
- Children, Young People and Families
The current provider for both lots is Greater Manchester Mental Health Foundation Trust (GMMH). The current contract with GMMH is scheduled to end on 31 March 2026.
The report pack states that the tender process followed was a Competitive tender procedure under Provider Selection Regime (PSR) regulations.
The report pack states that for the Adults lot, three bids were received, two of which were not viable. The report pack identifies Greater Manchester Mental Health Foundation Trust (GMMH) as the remaining bidder.

Bolton Road Changing Rooms Refurbishment
The Procurement Board will consider a recommendation to approve the award of a contract for the refurbishment of Bolton Road Changing Rooms.
The report pack states that the building is used by Barr Hill Junior Football Club, which was founded in 1944.
The areas to be refurbished are listed as:
- 4 team changing rooms
- 1 accessible change facility
- 1 accessible WC
- 1 safeguarding room
- 1 kitchen
- 1 plant room
- 1 stores
- 1 multi use/club room
The report pack states that the works will also include replacement gutters, repairs to soffits and fascia's, replacement windows, external doors and roller shutters, as well as extensive works to the mechanical and electrical systems within the building.
The report pack states that the works for the project were tendered under the Council's e-tendering portal in accordance with the council's Contractual Standing Orders, and that tenders were let by competition under the Minor Building Works Framework, Lot 2 via The Chest.
Peel Park Little Hulton Play Area and Outdoor Gym
The Procurement Board will consider a recommendation to approve the award of a contract for the Peel Park Little Hulton Play Area & Outdoor Gym.
The report pack states that the project will be fully funded by Section 1062 commuted sums.
The report pack states that Peel Park was procured as a further competition, under the Technical and Highways works Framework – Lot 6 Landscaping and Associated Services, and that three tenders were submitted and shortlisted.
The most advantageous tender (MAT) was submitted by Groundwork Landscapes Ltd. The evaluation panel agreed it was an excellent proposal that met the required standard in all material respects.

The report pack states that Groundwork Landscapes submission confirmed the use of a Salford based supply chain including plant hire, site security and supply of materials.
Solar PV Installation on Council Buildings
The Procurement Board will consider a recommendation to approve the award of a contract for the design and installation of roof mounted solar PV on estate and Salford Community Leisure buildings for the 2025/26 Programme.
The report pack states that Salford City Council is looking to install roof mounted solar PV at up to nine sites across the city to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester's target of becoming a carbon-neutral city region by 2038.

The report pack states that a mini competition exercise was undertaken for the procurement of a contractor to undertake structural and roof surveys on nine sites and the design and install of solar PV utilising GMCA's Go Neutral Smart Energy Framework using Lot 1 – Building Mounted Solar PV.
The report pack states that there are 8 contractors on Lot 1 – Building Mounted Solar PV and of those 1 attended the site visits, and that following the mini competition, 1 tender submission was received. The Tender submission has been evaluated against a scoring criterion set out in the tender documents and GMCA Procurement Team and relevant officers have been heavily involved in evaluating the tender submissions. The report pack identifies NPS Solar as the single tenderer.
Highways Drainage Works
The Procurement Board will consider a recommendation to approve the award of a contract for Highways Drainage Works.
The report pack states that Salford City Council is seeking to appoint a Highways Drainage service provider under the current Technical and Highways Works Framework to deliver essential reactive and planned drainage maintenance works for the Technical Highways Services team.
The report pack states that approval to go out to competition for the provision of Highways Drainage was secured at Procurement Board on the 9th June 2025, and that a further competition opportunity has been advertised on the Chest in July 2025.
The report pack states that the tender process was open to the 6 framework contractors on the Lot 3 Drainage Investigation and Repair Service of the Technical and Highways Works Framework, and that the process saw 3 of the 6 contractors on that Lot submitting formal applications.

PCSA Costs for Affordable Housing Delivery Schemes
The Procurement Board will consider a recommendation to approve the award of the Contract for PCSA3 Costs for Affordable Housing Schemes at A2 Robert Hall Street, Ordsall.
The report pack states that Seddon Construction has been procured via the Innovation Chain North framework to progress the scheme.
The report pack states that planning consent was approved in 2024 for the development of 274 new homes at Robert Hall Street and West Park Street (A1 & A2).

The Procurement Board will consider a report relating to the Unify Programme Due Diligence for Finance Services.
The report pack includes a notice that states that Councillor Jack Youd, Deputy City Mayor and Lead Member for Finance, Support Services and Regeneration, will make a decision on the matter.
The report pack states that the purpose is to seek approval to go out to competition for a contract.

Given the short timescales to expedite the proposed transfer of the delivery to the Council, immediate external specialist capacity will be required to undertake a financial baseline assessment, contract review and understanding of the commercial and legal risk.

The report pack states that this investment will significantly reduce the financial risks to Salford City Council associated with the transition, while also identifying key areas for the in-house team to prioritise, and that this will help ensure that Adult Social Care remains financially sustainable over the medium term.
