Summary
The Planning Committee of Doncaster Council was scheduled to meet on 21 October 2025 to discuss several planning applications and appeal decisions. The meeting was to be held at the Council Chamber, Civic Office, Waterdale, Doncaster. Members were scheduled to discuss outline planning applications for large residential developments near Doncaster Sheffield Airport, as well as a full planning application for a detached garage with rooms in the roof space.
Here's a closer look at the topics that were on the agenda:
Land South of Hurst Lane, Auckley - Residential Development
Two outline planning applications from PEEL L&P Investments (North) Ltd for land south of Hurst Lane in Auckley were scheduled to be discussed. Both applications included consideration of access, with all other matters reserved.
- Application 25/00136/OUTA was for residential development (Use Class C3) of up to 1,200 dwellings, provision of co-working hubs, with land allocated for a single form entry primary school (if required), including the demolition of Warren House Farm and the provision of drainage (including SUDS1), public open space with children's play space, enhancements to existing footpaths/tracks, new footpaths and cycleways (including the creation of an active travel corridor).
Application 25/00137/OUTA was for multi-tenure residential development (Use Class C2/C3) of up to 1,400 dwellings (including affordable housing, later living, retirement accommodation, assisted living, build to rent and other complimentary/multi-tenure/specialist housing) with land identified for a single form entry primary school (if required), including the demolition of Warren House Farm and the provision of community buildings (Use Classes E, F1 (a-g), F2 (a-d), sui generis uses comprising drinking establishments with expanded food provision, co-working hubs (Use Classes E, F1 (a-g), F2 (a-d)), drainage works (including SUDs), public open space with children's play space, enhancements to existing footpaths/tracks, new footpaths and cycle ways (including the creation of an active travel corridor).
The report pack noted that this application was being presented to the planning committee
due to the proposals representing a technical departure from the adopted Development Plan.
It was noted in the Public reports pack 21st-Oct-2025 14.00 Planning Committee.pdf that the site is allocated and identified for housing in the Local Plan, however the applicable policy contains a mechanism which links the development of housing to the delivery of jobs within the Airport Policy Area. This application proposes an approach which would technically not comply with this mechanism, however, (i) there is a mitigation proposal, as the application instead seeks to tie the construction of housing to the delivery of infrastructure works on the adjacent allocated and approved employment site. The development would be sufficiently mitigated as to not cause an unacceptable level of harm to the highway network, trees, ecology, flood risk, archaeology or the wider character of the area - subject to suitably worded conditions and the provision of a legal (S106) agreement.
Gareth Finch (Applicant) and David Diggle (Agent) were scheduled to speak in support of both applications.
57A Spring Lane, Sprotbrough - Detached Garage/Workshop/Store/WC and Office
A full planning application (25/01437/FUL) for the erection of a detached double garage/workshop/store/wc and office with rooms in the roof space and the installation of photovoltaic solar panels and roof lights to the roof at 57A Spring Lane, Sprotbrough was scheduled to be discussed.
Mrs Andrea Crawford was scheduled to speak in opposition to the application. Mr Lewis Keane of Building Link Design (Agent) was scheduled to be present to answer any questions, if required.
Appeal Decisions
The Planning Committee was scheduled to note the appeal decisions.
The Public reports pack 21st-Oct-2025 14.00 Planning Committee.pdf included a report on appeal decisions, including one relating to the erection of a dormer bungalow at Ryan House, Emerson Avenue, Stainforth, which was dismissed on 25 September 2025. The inspector found that the proposal would be harmful to the character and appearance of the area, and therefore failed to comply with the aims of Policies 10, 41, 42 and 44 of the Doncaster Local Plan 2015 -2035 adopted 2021 and Policy S1 of the Stainforth Neighbourhood Development Plan 2024.

The report pack noted that this application was being presented to the planning committee
to allow Members to consider this proposal of strategic importance.
It was noted in the Public reports pack 21st-Oct-2025 14.00 Planning Committee.pdf that the application site is allocated for housing in the Local Plan, and the proposals apply the same mechanism for delivery as outlined in the adopted policy and is therefore acceptable in principle. The development would be sufficiently mitigated as to not cause an unacceptable level of harm to the highway network, trees, ecology, flood risk, archaeology or the wider character of the area - subject to suitably worded conditions and the provision of a legal (S106) agreement securing:1) Affordable Housing. 2) Biodiversity Net Gain. 3) Education 4) Bus Stop Improvement Works and bus service improvements. 5) Travel Plan Bond 6) Offsite Highway Improvement Works.
