The East Sub-Area Planning Committee of Cornwall Council met on Tuesday, 28 October 2025, to consider planning applications. The committee approved alterations to Polruan Stores in Polruan, Fowey, and also noted an appeals report.

PA25/01969: Mr & Mrs G Morris - Polruan Stores, 14 Fore Street, Polruan, Fowey, Cornwall, PL23 1PQ
The committee approved alterations to the dwelling over Polruan Stores, including re-roofing a rear flat roof and changes to the shop window and door. The decision was made despite initial officer recommendations for refusal due to concerns about overlooking. Councillor Jim Candy, the Electoral Division Member, argued that the minor increase in overlooking was outweighed by the provision of essential outdoor space for the dwelling, which would ensure the long-term sustainability of the village shop. Joanna Morris, speaking in support of the application, highlighted the importance of the shop to the community.
The approved alterations include:
- The development must commence within three years of the permission date.
- All works must be carried out in accordance with the approved plans.
- The window in the northern elevation serving the kitchen must be obscurely glazed to at least Pilkington level 5 or equivalent and non-opening unless the opening parts are more than 1.7 metres above the floor.
- The southern side of the access porch to the rear terrace on the second floor must be of solid construction with no glazing to prevent views towards the adjacent property to the south.
The reasons for approval cited the existing levels of mutual overlooking between neighbours and argued that any minor additional overlooking was outweighed by the benefits of better separation between the shop and the dwelling, thereby securing the shop's future. The proposal was also supported by Policy 4 of the Cornwall Local Plan Strategic Policies 2010-2016 and Policy 7 of the Lanteglos Neighbourhood Development Plan.
