The Licensing Sub Committee B met to discuss a variation to a premises licence and temporary event notices. Councillor Sem Moema, Councillor Sam Pallis and Councillor Sharon Patrick were scheduled to be in attendance.
Variation to a Premises Licence: Waltz Bar
The sub-committee was scheduled to consider an application for a variation to a premises licence for Waltz Bar, located at Ground Floor, 28 Scrutton Street, Hackney, London, EC2A 4RP.
Sober Tender Ltd applied to vary the existing premises licence, seeking to extend the hours for late night refreshment and supply of alcohol. The proposed changes to standard hours were:
- Late night refreshment: Monday to Thursday 23:00 - 01:00, Friday and Saturday 23:00 - 03:00, Sunday 23:00 - 00:30
- Supply of alcohol (on premises): Monday to Thursday 07:00 - 01:00, Friday and Saturday 07:00 - 03:00, Sunday 08:00 - 00:30
- Opening hours: Monday to Thursday 07:00 - 01:00, Friday and Saturday 07:00 - 03:00, Sunday 08:00 - 00:30
A document titled Supplementary Agenda Item 6 - Additional material from the Applicant Tuesday 28-Oct-2025 19.00 Li was added to the agenda, containing a dispersal and outside plan, a summary of proposals, and the menu for Waltz Bar.
Representations
The report pack included summaries of representations that had been received concerning the application.
The Environmental Health Authority confirmed they had no representation on this application.
The Police Authority submitted representations on the grounds of the prevention of crime and disorder, and the prevention of public nuisance. The Licensing Authority also submitted representations on the grounds of the prevention of public nuisance.
One representation was received from and on behalf of local residents, also on the grounds of the prevention of public nuisance.
Licensing Officer Comments
The Senior Licensing Officer, Sanaria Hussain, did not suggest any additional conditions to be applied to the licence, should the sub-committee be minded to approve the application.
Considerations
The sub-committee was asked to consider the application under the Licensing Act 2003, taking into account the four licensing objectives:
- Prevention of Crime and Disorder
- Public Safety
- Prevention of Public Nuisance
- The Protection of Children from Harm
The sub-committee was presented with two options:
- Refuse the application.
- Approve the application, with or without additional conditions or restrictions.

The Public reports pack Tuesday 28-Oct-2025 19.00 Licensing Sub Committee B also stated that the Licensing Authority was required to have regard to any guidance issued by the Secretary of State under the Licensing Act 2003.
Additional Material from the Applicant
The supplementary agenda included additional material from the applicant, including a Summary of Proposals, a Dispersal and Outside Management Plan, and the menu for Waltz.
The Summary of Proposals document described Waltz as a Japanese cocktail bar founded by Gento Torigata and Dev Siva Kumar, with a focus on seasonal produce and unique signatures. It noted that the venue has a limited capacity of 40, a hi-fi system for background jazz music, and curates evenings with guest mixologists and chefs.
The Summary of Proposals stated that the application, as amended, sought an extension of alcohol and opening hours by one hour Monday to Saturday, and half an hour on Sunday. It also stated that the applicant acknowledged that a separate planning application to extend the hours would still be required, if this application was granted.
The Dispersal and Outside Management Plan outlined the operational procedures and controls for the premises, with a primary focus on the prevention of public nuisance to local residents, and the safety of patrons. It included details on queuing, smoking, staff provision, dispersal policy, transport, deliveries, collections and waste.
Temporary Event Notices
The sub-committee was also scheduled to discuss any temporary event notices. The agenda noted that this was a standing item.
Minutes of the Previous Meeting
The report pack included the LSC Minutes 28-08-25 from the Licensing Sub-Committee A meeting held on 28 August 2025. The minutes included details of a premises licence application for Studio Two Point and Coffee Junction.
