853 - That after 22:00, customers permitted to temporarily leave and then re-enter the premises to smoke must be directed towards a designated smoking area, located to the right of the premises (as viewed from the street) and away from the Strata Pavilion building. No more than 7 customers will be permitted to remain in this designated smoking area at any one time. (This smoking provision is not being regulated. Clients smoke on the benches and outside the N1, along the length of the Strata Pavilion, with their drinks purchased at the bar. Smoke comes into the windows of the Pavilion including the distinctive smoke of Marijuana on occasion.

The applicant also stated that they had made several attempts to discuss the issues with the bar staff, but without success. They also stated that the noise from the bar's customers was affecting their sleep and work as an NHS Hospital consultant.

According to the report pack, no representations were received from responsible authorities or other persons.

  • Live music (indoors) Monday to Saturday from 09:00 to 02:00, and Sunday from 09:00 to 23:00

  • Performance of dance (indoors) Monday to Saturday from 09:00 to 02:00, and Sunday from 09:00 to 23:00
  • Entertainment similar to live/recorded music (indoors) Monday to Saturday from 09:00 to 02:00, and Sunday from 09:00 to 23:00
  • Late night refreshment (indoors) Monday to Saturday from 23:00 to 02:30, and Sunday from 23:00 to 23:30
  • The sale by retail of alcohol (on and off the premises) Monday to Saturday from 10:00 to 02:00, and Sunday from 12:00 to 23:00.

The designated premises supervisor (DPS) named on the licence is Dayira Yasno Moreno.

The report pack also detailed the operating history of the premises, including previous licence modifications and transfers. It noted that there had been four temporary event notices2 (TENs) submitted in respect of the premises since 1 April 2025. The licensing unit had received complaints, including one from the council's noise team regarding noise nuisance and a breach of the licence conditions, and others from local residents regarding public nuisance, noise and anti-social behaviour.

Compliance visits had been carried out at the premises, with breaches of conditions found on one occasion.
