Summary
The Licensing Sub-Committee of Redbridge Council was scheduled to convene to consider a new premises licence application. The meeting was also scheduled to cover standard agenda items, and to agree on the procedure for the hearing. Councillors Bob Chattaway, Syed Shikul Islam and Anne Marie Sachs were listed as the members of the committee.
Here's a breakdown of the key items from the agenda:
Mamma Mia Pizza & Chicken - New Premises Licence Application
The central focus of the meeting was to be an application for a new premises licence submitted by Mohib Ullah, director of M U Pro Limited, trading as Mamma Mia Pizza & Chicken, for a venue located at 77 Goodmayes Road, Goodmayes, IG3 9UB. According to the report pack, the application sought permission for late night refreshment, with the premises requesting to open to the public from 11:00 until 05:00, seven days a week, and to provide late night refreshment between 23:00 and 05:00.
The report pack included a description of the premises as:
a ground floor take-away and dine in premises providing hot food including fried chicken, burgers, pizza, chips.
The report pack noted that two objections had been lodged against the application by the Metropolitan Police Licensing Team and the Council's Licensing Enforcement Team, on the grounds that granting the licence could negatively impact the prevention of crime and disorder, and the prevention of public nuisance.
The report pack included a recommendation that the Licensing Sub-Committee consider the report, statutory guidance from the Home Office, the council's Statement of Licensing Policy1, and any written or oral evidence presented, before deciding whether to:
a) Grant the application; b) Grant the application, including the addition of such terms and conditions it considers appropriate to promote the licensing objectives; c) Grant the application in part only, including the addition of such terms and conditions it considers appropriate to promote the licensing objectives; d) Reject the application.
The report pack included copies of the application and supporting documents, a premises layout plan, Google Maps and Street View images of the location, and the representations from the responsible authorities.
Procedure for Licensing Hearings
The committee was scheduled to agree on the procedure for the hearing. According to the report pack, the Chair of the Sub Committee was expected to explain the procedure to be adopted at the hearing. An officer of the Licensing Authority was scheduled to present a short factual summary of the application. The Sub Committee was then scheduled to consider evidence from the applicant, responsible authorities, and members, before summing up and deciding the matter in private. Official notice of the decision was scheduled to be sent to all parties within 5 working days.
