Fairer Enfield Policy 2026-30

The six key objectives of the Fairer Enfield Policy are:

- Tackling discrimination and hate crime
- Making Enfield a welcoming place for all
The policy also includes a commitment to working with residents, staff, and partners to achieve these objectives.
Enfield Town Liveable Neighbourhoods Project
The Cabinet agreed to the ongoing phased delivery of the Enfield Town Liveable Neighbourhoods project. They also delegated authority to the Cabinet Member for Environment and Placemaking to agree each phase prior to implementation, provided no capital borrowing is required. The Executive Director of Environment and Communities was granted the authority to accept grant funding and commence consultations related to the works.
The Enfield Town Liveable Neighbourhoods project aims to create a more vibrant, greener, and healthier town centre. The project will be delivered in phases as funding becomes available, ensuring flexibility and financial sustainability.
Acquisition of Affordable Homes at New Avenue Phase 3
The Cabinet approved the acquisition of 219 affordable homes at the New Avenue Estate Phase 3 from CPUK1 for social rent. They also approved entering into a purchase agreement and delegated authority to the Director of Law and Governance to agree on the form of legal documents related to the acquisition.
This decision was discussed in both Part 1 and Part 2 of the agenda, with Part 2 containing exempt information related to financial or business affairs.
Enfield Council Housing Resident Engagement Strategy
The Cabinet approved the 2026-29 Resident Engagement Strategy and the Resident Engagement Action Plan. This strategy builds on the existing framework and aims to involve residents in the design, delivery, and improvement of housing services.
The strategy includes a commitment to:
- Providing clear and accessible information about housing services
- Creating opportunities for residents to participate in decision-making
- Supporting resident-led initiatives
- Monitoring and evaluating the effectiveness of resident engagement activities
2025/26 Quarter 2 Revenue and Capital Monitoring Report
The Cabinet approved the 2025/26 Quarter 2 Revenue and Capital Monitoring Report. This report provided an update on the forecast for the General Fund and Housing Revenue Account (HRA) Revenue & Capital, Dedicated Schools Grant (DSG), and Collection Fund as of August. It also included a Medium Term Financial Plan (MTFP) Update, with £5.1 million of Budget Savings and Reserve movements.
The Cabinet approved in-year savings of £5.1 million and related budget virements2. They also approved the transfer of £1.8 million from the risk reserve to the General Fund Balance and the movement of £4.5 million from the Insurance Reserve to the Risk Reserve, based on actuary advice.
Treasury Management Mid-Year Update 2025/26
The Cabinet noted the Treasury Management Mid-Year Update 2025/26. This report provided an overview of the council's treasury management activities and performance during the first half of the financial year. Treasury management involves managing the council's cash flow, debt, and investments.
