The Licensing Sub-Committee virtually met to discuss a review of the premises licence for A B Wines, located at 218 Uxbridge Road, after an application for review was submitted by the Metropolitan Police. Councillor Mercy Umeh, Chair of Licensing Committee, Councillor Wesley Harcourt, Cabinet Member for Climate Change and Ecology, and Councillor Aliya Afzal-Khan, Opposition Deputy Whip, were scheduled to be in attendance. The meeting was open to the public via a live stream on YouTube.
Review of A B Wines' Premises Licence
The primary item for consideration was the review of the premises licence held by Lexcom Management Services Ltd for A B Wines. The Public Reports Pack included the Review Application to Premises Licence Holder 22 September 2025, which stated that the review was requested by the Metropolitan Police on the grounds of:
- prevention of crime and disorder
- prevention of public nuisance.
The Further Evidence from Police 20 October 2025 included details of an incident where the designated premises supervisor (DPS) was alleged to have handled stolen goods. It also cited breaches of the licence conditions, including issues relating to CCTV operation and the sale of high-strength alcohol.
The Current Premises Licence permitted the sale of alcohol (off the premises) between 11:00 and 23:00 Monday to Saturday, and 11:00 to 22:30 on Sundays.

The Location Map and Nearby Premises indicated that A B Wines operates as an off-licence on Uxbridge Road, in a mixed commercial and residential area.
Representations
The sub-committee was scheduled to consider representations for and against the licence review, including a Community Safety Representation 20 October 2025 from the council's Community Safety Team, and a Community Safety Additional Statement that was included in the Supplementary Agenda A 04th-Nov-2025 18.30 Licensing Sub-Committee.
The Public Reports Pack also included 37 representations from local residents supporting the review, and nine opposing it.
Enforcement History
The Public Reports Pack outlined a history of enforcement actions related to the premises, including:
- sales of alcohol to intoxicated individuals (2019)
- breaches of licence conditions regarding the sale of strong beer, lager, cider and stout above 5.5% ABV (2021, 2023)
- breaches relating to CCTV, refusal books and training registers (2022, 2023)
A Premises Licence Review Decision 17 June 2020 detailed a previous review of the licence, which resulted in amended hours for licensable activities and additional conditions.
Policy Considerations
The sub-committee was expected to consider the council's Statement of Licensing Policy and the Guidance issued under Section 182 of the Licensing Act 2003, in particular those paragraphs giving advice on the review of a premises licence.
The sub-committee had several options available to them, including:
- taking no further action
- modifying the licence conditions
- excluding licensable activities from the scope of the licence
- removing the designated premises supervisor
- suspending the licence for a period not exceeding three months
- revoking the licence.
