The Planning and Regulation Committee of Lincolnshire Council were scheduled to meet on Monday, 3 November 2025 to discuss a planning application for a sand and gravel quarry, and several proposed traffic regulation orders. The meeting was scheduled to consider objections to the traffic regulation orders, and to make recommendations to the Executive Councillor for Highways and Transport on whether to approve, modify or withdraw the proposals.

County Matter Application - Land South of North Kelsey Road, Caistor

The committee was scheduled to discuss a supplementary report regarding a planning application by Welton Aggregates Ltd for the phased extraction of sand and gravel at land south of North Kelsey Road, Caistor. The plan includes the creation of two water bodies, surrounding acid grassland, and new native woodlands.

At a previous meeting on 29 September 2025, the committee deferred a decision on the application, seeking further information on highways impact, the need for the mineral, and the landscape and visual impact. This supplementary report was created to provide that information.

The supplementary report notes that since the previous meeting, 38 further representations had been received, relating to highways and traffic, flooding, footpaths, noise, dust and pollution, and health issues.

The report also includes supplementary highways comments, stating that the proposed access design was amended to provide a suitable access that could accommodate two HGVs simultaneously. A transport assessment indicated that the development would generate approximately 8 HGV loads per day. The Highways and Lead Local Flood Authority stated that the proposed development would not be expected to have an unacceptable impact on highway safety, or a severe residual impact on the local highway network, or increase surface water flood risk.

The report also addresses Lincolnshire Minerals and Waste Local Plan Policies and the Assessment of Need for Minerals, with the applicant providing further information on need and policy, and on visual impact.

Finally, the report provides additional responses to material considerations raised subsequent to the committee meeting.

The officer recommendation remained unchanged, that conditional planning permission be granted.

Gainsborough, Thornton Street - Proposed Waiting Restrictions

Businesses on Thornton Street raised concerns about on-street parking obstructing access to the industrial estate. The proposal is for part-time restrictions on both sides of the western end of Thornton Road, to facilitate vehicle access from Bridge Street and manoeuvres into the industrial estate. Three objections were received, stating that the restrictions should be extended to cover both approaches to the access, and that the proposals would have a negative impact on businesses.

Grantham, Huntingtower Road - Proposed Mandatory School Keep Clear Marking, and Waiting and Loading Restrictions

The local Member requested an investigation into parking on Huntingtower Road near the Community Primary School. Concerns were raised that existing restrictions were being disregarded by parents. Proposals include additional waiting restrictions, new loading restrictions and a mandatory school keep clear marking. Two objections were received, raising concerns about the impact on disabled parking.

Grimblethorpe and Burgh on Bain, A157 - Proposed 50mph Speed Limit

Following a request for a review of the national speed limit on the A157 through Grimblethorpe and Burgh on Bain, a 50mph speed limit was proposed. Two objections were received, stating that no safety issues are generated by drivers adhering to the existing national speed limit. Correspondence from seventeen individuals was received in support of the proposal.

Holbeach, Park Road - Proposed Waiting Restrictions

Concerns were raised by the local Member regarding obstruction resulting from on street parking in the vicinity of the W.I. Hall and the Day Care Centre on Park Road. It is proposed to extend the existing 24-hour waiting restriction on Park Road further southwards to protect affected accesses and a private road. Two objections were received, relating to the impact on residents and their visitors resulting from the loss of on street parking.

Lincoln, Boundary Street - Proposed Waiting Restrictions

The local Member raised concerns regarding obstruction to accesses and the footway on Boundary Street because of parked vehicles. The proposal is to extend the existing 24-hour restrictions on Boundary Street along the western side. One objection was received, raising concerns that any extension to waiting restrictions will reduce the already limited availability of on street parking.

New Bolingbroke, B1183 Main Road - Proposed 30mph Speed Limit

A report on this matter was brought to the February meeting of the committee, seeking approval for a 30mph speed limit on Main Road, New Bolingbroke. The committee recommended that the Executive Member approve this reduction. However, this recommendation was not supported, and instead approval for a 40mph speed limit was given, and this has now been subject to public consultation. In response to the consultation process both Carrington and New Bolingbroke Town Council and the former local Member have objected to the proposal, making a case that a 30mph limit should be proposed. The local Member has requested that the committee revisits the option to reduce the speed limit to 30mph.

Skegness, Burgh Road - Proposed Waiting Restrictions

The traffic signal installation at the junction of A52 Roman Bank and A158 Burgh Road is due to be refurbished, and an issue relating to on street parking adjacent to property numbers 1 – 15 Burgh Road has been raised. When eastbound traffic on Burgh Road queues at the signals, parking in this area narrows the remaining carriageway resulting in obstruction to westbound traffic flow. It has been proposed to extend the existing 24-hour waiting restrictions to remove on street parking throughout this stretch of Burgh Road. Three objections were received, stating that this short unrestricted section of Burgh Road is vital for local residents and their visitors.

Skegness, St Andrew's Drive - Proposed Waiting Restrictions

A request has been received for an investigation into parking at the junction of St Andrew's Drive and Seaview Road. Observations have confirmed that vehicles park beyond the existing restriction on St Andrew's Drive, limiting visibility and compromising vehicle manoeuvres. It has been proposed to extend the existing restriction. Two objections were received, the overriding concern being the potential loss of parking for residents and customers visiting businesses on Sea View Road.

Stamford, Little Casterton Road - Proposed 30mph Speed Limit Extension

Little Casterton Road is subject to the national speed limit up to where the existing 30mph speed limit starts at its junction with Fitzwilliam Road, and a request has been received from residents for this to be extended further north. There is concern that the high speed of approaching traffic results in risk to those exiting onto Little Casterton Road. One objection was received, stating that the current extent of the 30mph limit is safe and suitable.

Welton, Manor Lane and Lincoln Road - Proposed Waiting Restrictions

Manor Lane lies on the local bus route, and parked vehicles can obstruct larger vehicles and buses. A 24-hour restriction has been proposed, along with a bus stop clearway to apply between 6am and 8pm on Lincoln Road. Five objections were received, with concerns that the demand for on street parking in this area will increase and that provision should be made for this need, particularly for those who are elderly or disabled.
