The Licensing Sub-Committee C granted a premises licence to Labyrinth Festivals Limited for their Labyrinth Festival at the Old Royal Naval College, permitting 9 festival days per year with specific conditions. The decision followed consideration of the council's licensing policy, the Licensing Act 2003, and guidance from the Secretary of State, with the aim of promoting the licensing objectives.
Labyrinth Festival, Old Royal Naval College
The Licensing Sub-Committee approved the application for a premises licence for the Labyrinth Festival, to be held at the Old Royal Naval College, allowing for 9 festival days annually. The licence includes permission for:
- Plays, Films, Live Music, Recorded Music, Performance of Dance, and Anything of a Similar Description (both indoors and outdoors) from 12:00 to 23:00, Monday to Sunday.
- Supply of Alcohol (for consumption on the premises only) from 12:00 to 22:30, Monday to Sunday.
- Opening Hours from 12:00 to 24:00, Monday to Sunday.
The decision was made after considering written representations, evidence, and oral submissions. The licence is subject to several conditions, including a maximum of 9 event days per calendar year (8 in 2026), consultation with the University of Greenwich and Trinity College, and agreement with the Licensing Authority and Safety Advisory Group (SAG) on event dates, site layout, and capacity.
Additional conditions cover safety and security measures, such as the implementation of an Event Safety Management Plan (ESMP), drug policy, and the use of accredited security personnel. Noise management is also addressed, with requirements for a Noise Management Plan, sound checks, and communication with local residents.
The Licensing Sub-Committee noted that there were no objections from Responsible Authorities other than Environmental Health, with whom the applicant had agreed licence conditions to mitigate and prevent noise and public nuisance. The Sub-Committee also considered the written representations of residents opposing the application on public nuisance grounds, but noted that none of the residents had been able to attend the hearing.
The Sub-Committee resolved that the measures in place, approvals required from the Safety Advisory Group, and the imposed conditions would uphold the licensing objectives.
Declarations of Interest
As part of standard procedure, the Public reports pack included a list of councillors' memberships on outside bodies, joint committees and school governing bodies. Councillors were asked to declare any personal or financial interests in specific items on the agenda.
