Calne Area Board - Tuesday 4 November 2025 6.30 pm

The Calne Area Board is scheduled to meet on Tuesday 4 November 2025 at the Calne Hub and Library. The agenda includes updates from partners such as Wiltshire Police, discussions on highway improvements, and consideration of grant applications. Local Highway and Footway Improvement Group (LHFIG)
The Calne Area Board is scheduled to discuss recommendations from the Local Highway and Footway Improvement Group (LHFIG) following their meeting on 10 October 2025.
The LHFIG is expected to ask the board to add several issues to the priority schemes list with allocated funding:
- £1,400 for warning signs and markings in Blackland
- £550 for HGV information signs in the Anchor Road area of Calne
- £2,007.40 for warning signs at the C50 Blackland Crossroads
- £4,975.34 for gates and nameplates in Old Derry Hill
- £1,200 for Speed Indicator Device (SID) infrastructure on the A4 in Cherhill
- £1,050 for a dropped kerb on Church Road in Heddington
The LHFIG is also expected to ask the board to add funding to existing issues on the priority schemes list:
- £5,000 for traffic management in Studley
- £4,900 for speed limit implementation in Stockley and Broad's Green
The LHFIG is also expected to ask the board to close the following issues:
- Derry Hill to Studley shared use path
- Calne Quarr Barton
- Calne Without SID infrastructure
- A4 and A342 deer warning signs
- Calne White Hart Junction
- A4 Chilvester Hill

Area Board Grants
The Calne Area Board is scheduled to consider several grant applications. According to the Calne Area Board Grants - November 2025 report, these include:
- Calne Tennis Club is requesting £5,000 towards a £16,000 project to replace metal halide lights with LED floodlights.
- Calne Men's Shed is requesting £4,000 towards the £8,100 cost of installing solar panels.
- Calne Town Council is requesting £177.50 towards a £355 event, a festive afternoon disco at Calne Town Hall for residents aged 55 and over.

The Calne Area Board is scheduled to receive updates from partners, including verbal updates from Wiltshire Police, Diane Gooch, Calne Older Person's Champion, and town and parish councils.

Wiltshire Police
The Road Safety Update - Nov 2025 includes data from traffic surveys conducted in Calne between 1 January 2024 and August 2025. The surveys took place at:
- A4 Quemerford - The Willows/The Crescent
- A4 Quemerford East of Fir Grove
- A4 Quemerford (east of Stockley Lane)
- North Street, Calne
- Quemerford A4 (north of Wessington Park)
The Road Safety Update - Nov 2025 also notes that between July and September 2025, the Roads Policing Unit (RPU) issued over 949 tickets to motorists for road-related offences. The most common offences were speeding, not wearing a seatbelt, using a mobile phone while driving, and driving without insurance.
The Violence Against Women and Girls quarterly report Autumn 2025 mentions that Wiltshire Police are working with Open to Change to offer domestic abuse perpetrators in custody at Gablecross police station the opportunity to work with behaviour change workers.
Age UK
The Age UK - October 2025 Newsletter includes information about upcoming Daytime Disco events in Royal Wootton Bassett, Tisbury, Chippenham and Trowbridge.
The newsletter also mentions that Age UK Wiltshire is working with Wiltshire and Swindon Community Foundation to help older people afford heating this winter through the Surviving Winter Grant.
Calne Local Voices and Dementia Group
The Calne Local Voices and Dementia Group - 14 Oct 2025 report includes a summary of the results of a summer survey regarding the participation of over 55s in community activities. A key finding was that people did not know what activities were on offer or where to find out. To address this, Mark Edwards from Calne Town Council is producing a monthly information sheet of activities and events.
The report also notes that the Dementia Dome had visited Kingsbury Green Academy and had been successful, with good feedback from the pupils.
Wiltshire Council Information Items
The Calne Area Board is scheduled to note the Wiltshire Council Consultation Portal, Wiltshire Police Crime Figures for Calne Town and Calne Rural, and the Family and Community Learning Impact Report.
Family and Community Learning Impact Report
The Family and Community Learning Impact Report 2024-2025 highlights the impact of adult learning across Wiltshire. According to the covering note, the report:
showcases how inclusive, community-centred education delivered in partnership with local organisations has empowered hundreds of residents to build confidence, develop essential skills, and take positive steps in their lives.
The report notes that in 2024-2025, Family and Community Learning supported 635 individual learners across a range of online and face-to-face courses throughout Wiltshire.
The report also highlights the importance of partnerships:
We work closely with a wide range of organisations to design, plan, and deliver courses that meet the diverse needs of adults across Wiltshire. Our partners have deep insight into the communities they serve, and through collaboration, we are able to reach learners who might not otherwise access education.
The report mentions several partner schools, including Royal Wootton Bassett Academy, Mere School, and Sheldon School.
Working Group Updates
The Calne Area Board is scheduled to receive updates from lead councillors regarding the Area Board's working groups:
- Community and Highway Safety – Air Quality and Biodiversity – Cllr Mike Sankey
- High Street Regeneration – Cllr Sam Pearce-Kearney
- Supporting Positive Mental Health and Wellbeing in Young People - Cllr Ian Thorn
- Addressing Health Access and Inequalities – Cllr Augusta Urquhart-Nicholls
The board is also scheduled to note the remaining budgets and consider any applications for funding.
Bremhill Parish Council Update
The report pack includes an update from Bremhill Parish Council, which notes that road safety and the state of the roads is still a major issue for residents. The council also thanks Wiltshire Council for the recent verge cutting, which has improved visibility on the roads.
Calne Town Council Update
The report pack includes an update from Calne Town Council, which provides information on upcoming events, including Christmas Markets, a 50+ Christmas Boogie, a Festival of Lights & Lantern Parade, and a Bonfire Night event. The update also notes that construction has begun on a new play area at The Recreation Ground.
Derry Hill and Studley Parish Council Update
The report pack includes an update from Derry Hill and Studley Parish Council, which thanks the LHFIG for supporting two road safety improvement projects. The first project is to provide village gates and a nameplate on the approach into Old Derry Hill. The second project is a scheme to provide traffic calming measures to reinforce the 20mph speed limit recently implemented in Studley and Norley Lane.
The update also notes that the Parish Council has now taken over responsibility for the publication, production and distribution of inSPIRE, the parish magazine.
