November 13, 2025 View on council websiteSummary
Here is a summary of the items scheduled for discussion at the Licensing Sub-Committee meeting on 13 November 2025. The meeting was convened to address licensing matters within the borough. Key items included the election of a chairman and a review of a premises licence transfer application.
Application for Transfer of Premises Licence - Arbor Club
The sub-committee was scheduled to consider an application for the transfer of a premises licence for the Arbor Club, located at 10 South Street, Boston. Anna McDowell, Senior Licensing Officer, prepared a report regarding the application.
The report pack included the procedure to be followed for the hearing, which included inviting the applicant for review, the Senior Licensing Officer, and the Premises Licence Holder to the meeting. They would each be given the opportunity to present their case and answer questions from the sub-committee members.
Exclusion of Public and Press
The sub-committee was to consider a resolution to exclude the public and press from the hearing. This was proposed under Regulation 14 of the Licensing Act 2003 (hearings) Regulations 2005 and Section 100(A)(iv) of the Local Government Act 1972. The reason cited was that the discussion was expected to involve the disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Act (as amended).
Preliminaries
Prior to the main agenda items, the sub-committee was scheduled to undertake several preliminary tasks. These included:
- Electing a chairman for the meeting.
- Receiving apologies for absence, with Councillor Stuart Evans noted as a substitute.
- Receiving declarations of interest from members regarding any items on the agenda.
