The Culture and Environment Scrutiny Panel were scheduled to meet on 11 November 2025 to discuss controlled parking zones, quieter neighbourhoods, and school streets, as well as the panel's work programme for the coming year. The panel was also scheduled to review the minutes of their previous meeting.
Controlled Parking Zones, Quieter Neighbourhoods and School Streets
The Culture and Environment Scrutiny Panel were scheduled to receive a report providing an overview and update on the current and future pipeline for controlled parking zones (CPZs), quieter neighbourhoods and school streets being delivered by Journeys & Places.
The report, co-authored by Jack Allen, Journeys Capital Delivery Lead, and Chris Cole, Head of Strategic Planning & Policy, noted that Enfield Council's transport policies are set out in the Transport Strategy published in October 2024, which is compliant with the Enfield Council Plan and has informed, or is informed by, the emerging Local Plan, the Climate Action Plan and the Mayor's Transport Strategy published by TfL1. The three goals of the Transport Strategy are:
- A sustainable and decarbonised transport system for Enfield
- A healthy and connected Enfield
- A vibrant and safe Enfield for everybody.
CPZs, Quieter Neighbourhoods and School Streets are named measures within the transport strategy that will be implemented by the council to achieve these goals.
The report stated that schemes are identified using a data-led approach. For CPZs, the main criteria will be parking saturation. For School Streets, schools will need to be suitable for a school street and the school must be working with the council via Travel for Life and have expressed an interest in a School Street or other safety features. For Quieter Neighbourhoods, the main considerations are through traffic, road safety, and the propensity for active travel. Journeys and Places also uses a data-led approach to prioritising schemes, using over 20 data sets incorporating transport, road safety, environmental, socio-economic, and health indices to prioritise schemes and deliver the highest benefits.
The report also provided updates on the progress of specific schemes:
- Sunnyside CPZ: The Sunnyside CPZ in the Edmonton Green area has progressed to statutory consultation following initial engagement in June 2025, when 20 responses were received. In response to feedback the proposed hours have been revised to apply 12noon to 9pm only on event and match days, rather than full-time controls.
- Claverings Estate CPZ: The Claverings Estate CPZ project team is seeking resident views and opinions on parking in the area around the industrial estate. This comes at the request of the Leader to investigate parking issues around Goodwin Road and the surrounding area.
- Electric Quarter CPZ: The Electric Quarter CPZ has advanced to statutory consultation following resident engagement in September 2024, during which 107 responses were received. The proposed scheme would operate daily from 8 am to 6.30 pm, Monday to Sunday, and aims to improve parking availability for residents by curbing commuter and visitor parking pressures.
- Firs Farm Primary School & Highfield Primary School School Street: The Firs Farm School Street proposal has progressed to statutory consultation following initial engagement with the schools through the Journeys and Places programme. The scheme covers Rayleigh Road, Harlow Road, Harrington Terrace, and Kipling Terrace, aiming to improve safety and air quality around Firs Farm Primary School by restricting motor vehicle access during term-time drop-off and pick-up periods.
- Enfield County School for Girls School Street: The Enfield County School for Girls School Street proposal has progressed to detailed design following initial engagement with the school through the Journeys and Places programme, and aims to improve safety and air quality by restricting motor vehicle access during term-time drop-off and pick-up periods.
- Edmonton Green Quieter Neighbourhood: Edmonton Green Quieter Neighbourhood has progressed to statutory consultation and the council has sought views on draft Traffic Orders TG52/1590 and TG52/1596, which form part of Stage 1 of the QN project to create a healthier, greener, and safer environment in the area. Stage 1 improvements include School Streets outside Fleecefield Primary School and Brettenham Primary Schools, carriageway cycleways with wayfinding signage, footway parking restrictions, double-yellow lines at junctions, new one-way streets, expanded 20mph zones, and extensions to existing Controlled Parking Zones.
The report also noted that a number of FY2025/26 CPZs are not currently proceeding: Edmonton Green North, Elmshurst to Connop Road, Alma Estate, Arnos Grove, Forty Hall, Palmers Green East, and that the Bowes East Quieter Neighbourhood was paused indefinitely in March 2025.
Work Programme 2025/26
The Culture & Environment Scrutiny Panel were scheduled to note the panel's work programme for 2025/26. According to the draft work programme, the panel planned to discuss:
- Leisure Centres - including an update on the pool opening at Edmonton Leisure Centre and an update on GLL[^3] contract performance. [^3]: Greenwich Leisure Limited, a charitable social enterprise that operates many leisure centres on behalf of local councils.
- Waste & Recycling Management - including whether the council is meeting its statutory requirements for collection of all waste, recycling rates (to include comparison data and KPIs[^4]), and an update on Waste Centres in the borough to include performance/recycling rates/data etc. [^4]: Key Performance Indicators
- Maintenance of Parks - including how ASB[^5] is being addressed, the schedule/programme for maintenance/cleaning of parks, and an update on annual works that take place in the borough's parks. [^5]: Anti-Social Behaviour
The draft work programme also included a discussion of the Heritage Strategy, and updates on the Dugdale Arts Centre and Forty Hall, which had been deferred from the previous meeting.
