The Overview and Scrutiny Management Board of Lincolnshire Council met on Thursday 20 November 2025 to discuss the council's financial and treasury management performance, health and safety, and a proposal for local government reorganisation. The board was also scheduled to review its work programme and those of its scrutiny committees. Finally, the board was to consider any Councillor Calls for Action.
Local Government Reorganisation
The board was scheduled to discuss the Local Government Reorganisation - Your Lincolnshire Business Case Proposal. According to the agenda, the board was invited to consider the proposal, prior to its consideration by the council on 21 November, and a decision by the Deputy Leader of the Council between 21 and 28 November 2025. The board's views were to be reported to the council and the Deputy Leader of the Council as part of their consideration of the report.

Review of Financial Performance 2025/26
The board was scheduled to review the council's financial performance for Quarter 2 of 2025/26. Michelle Grady, Assistant Director – Finance, was expected to present a report, which was also to be presented to the Executive on 2 December 2025. The board's views were to be reported to the Executive as part of its consideration of this item.
Treasury Management Performance 2025/26
The board was scheduled to receive a report from Karen Tonge, Treasury Manager, detailing the treasury management activities and performance for quarter 2 of 2025/26. Annual Health & Safety Report 2024-25
The board was scheduled to receive a report from Fraser Shooter, Head of Health and Safety, providing an overview of key achievements, activities, and statistics across all Directorates related to Lincolnshire Council's compliance and implementation of Health and Safety legislation and its statutory duties.
Scrutiny Committee Work Programmes
The board was scheduled to note the work programmes of each of the scrutiny committees. Scrutiny committees are panels of councillors that check and challenge the decisions and performance of the council and other public bodies3.
