Summary
The Redbridge Health and Wellbeing Board was scheduled to meet on 17 November 2025 to discuss a range of health and social care issues in the borough. The agenda included updates on social care and health systems, the system strategy and commissioning intentions, safeguarding partnership annual reports, and the Better Care Fund1.
System Strategy and Commissioning Intentions
The board was scheduled to consider the system strategy and commissioning intentions for the North East London Integrated Care Board (NEL ICB). According to the report pack, the ICB had been working in line with the national medium-term planning framework and had completed the 'foundational stage' of the NHS medium-term planning process.
The documentation provided to attendees included:
- A data and evidence pack
- A draft of a refreshed system strategy for North East London
- A comprehensive set of commissioning intentions for the period ahead
- A summary of proposed commissioning changes that would impact on contracting arrangements for 2026/27.
The report pack stated that NHS organisations would be asked to reflect on the strategies and plans that had been refreshed in the initial stage, and then work together to develop:
- 3-year revenue, workforce, operational performance and activity returns
- 4-year capital plan return
- An integrated planning template showing triangulation and alignment of the above returns
- 5-year narrative plans
The board was asked to note the contents of the documents, and to comment on the approach, expressing a view on whether the strategy covered the core aspects that should be emphasised as a system, in what ways an Outcomes and Equity framework could be fully utilised, what collaborative ways of working were desirable, and whether there were any important concerns or initial input regarding the commissioning intentions.
The draft NEL System Strategy 2025-09-25 set out how the North East London Integrated Care Partnership (NEL ICP) intended to deliver better population health outcomes. It stated that the strategy would focus on a shared set of priorities, including identifying risk and providing support at an early stage to prevent ill health; joining up care and support with patients and residents having more control over their health; getting the basics right; and improving equity of access and outcomes for the population.
The Outline Commissioning Intentions document stated that the NEL ICP wanted to commission services that enabled local residents to maintain optimal health for as long as possible, ensure care was delivered as close to people's homes as feasible, and facilitate patients receiving the appropriate care, in the right setting, at the first point of contact, by leveraging digital and artificial intelligence interventions.
Safeguarding Partnership Annual Reports
The board was scheduled to receive and note the Redbridge Safeguarding Children Partnership Annual Report 2024-25. The report provided an independent review of the effectiveness of multi-agency safeguarding in Redbridge. According to the report, the Redbridge Safeguarding Children Partnership (RSCP) had an established membership from partner agencies, led by the statutory safeguarding partners (the local authority, police, and Integrated Care Board), who were committed to ensuring that children and young people in the borough were protected and kept safe from abuse and neglect.
The board was also scheduled to receive and note the Redbridge Safeguarding Adult Board Annual Report 2024-25. The report provided a summary of safeguarding arrangements and developments from across partner agencies. The Redbridge Safeguarding Adults Board (RSAB) had an established membership from partner agencies who were committed to ensuring that adults at risk in the borough were protected and kept safe from abuse and neglect. The annual report, written by the Independent Chair of the RSAB, included content from annual returns from partner agencies, which detailed work carried out over the previous 12 months and the work planned for the following year.
Update on the Response to the Regulation 28 Notice
The board was scheduled to receive an update on the response to the Regulation 28 notice2 from His Majesty's Coroner for East London issued to the North East London Integrated Care Board (ICB) in August 2023, following the inquest into the death of a 12-year-old, referred to as AA in the report.
The report pack stated that additional investment had enabled North East London Foundation Trust (NELFT) to expand their clinical capacity for Redbridge Child and Adolescent Mental Health Services (CAMHS) and to reduce existing waiting time backlogs.
According to the report, three new 'Community CAMHS' clinical roles had been created to ensure that primary care within Redbridge had direct and early access to a dedicated CAMHS professional without the requirement for a full referral. These clinicians were scheduled to be in place in autumn 2025.
The report also stated that NELFT were establishing a dedicated role to give Mental Health Support Team (MHST) staff immediate and direct access to a CAMHS professional without the requirement for a full referral. The role would also act as a CAMHS 'advice and guidance' provision for MHST staff.
