The Kensington and Chelsea Planning Applications Committee scheduled a meeting for Tuesday, 18 November 2025, to discuss various planning applications and related matters. The meeting included consideration of reports from the Director of Planning and Place regarding several properties within the borough.
Burton Court, St Leonard's Terrace
An application concerning Burton Court, a Grade II listed park and garden, was included on the agenda. The Royal Hospital Chelsea sought permission for the construction of new tennis courts, a shelter, and associated fencing.
The report pack noted that the addition of tennis courts and fencing would introduce visual clutter, which would be detrimental to the open character of the listed park. This was considered to cause less than substantial harm, but it was also noted that the development would generate funds for the Royal Hospital.
The report pack stated that a biodiversity net gain of 10% should be achieved, and that further information regarding trees and a sustainable urban drainage strategy would be secured via pre-commencement conditions.
Public House, 326 Earl's Court Road
The committee was scheduled to discuss an application relating to a public house at 326 Earl's Court Road, which was built between 1890 and 1892 in the Flemish Revival style by George Whitaker. The application sought advertisement consent for the temporary display of an illuminated static banner advertisement, measuring 12m x 7m, inset into a scaffold shroud during approved refurbishment works for a period of 12 months.
The report pack stated that the proposed shroud would be appropriate in the wider streetscape and would not harm the visual amenity of the area. It also stated that the advertisement would not adversely affect highway safety.
A corresponding listed building consent application was also scheduled to be discussed.
42 and 43 Brompton Square
The Planning Applications Committee were scheduled to discuss applications concerning 42 and 43 Brompton Square, which are grade II listed terrace houses. The application sought retrospective planning permission for the temporary removal of a rear garden wall between the properties, and its subsequent rebuild, to facilitate basement works.
51 and 52 Sloane Street
An application concerning 51 and 52 Sloane Street was included on the agenda. Cadogan Estates Limited sought to vary conditions relating to a previously granted planning permission, to allow the first-floor roof terrace to be used as an external amenity space.
33 Clabon Mews
The committee was scheduled to discuss an application for 33 Clabon Mews, which is a corner plot mews property. The application sought permission for the excavation of a single-storey basement.
Talbot House, 10 Ladbroke Crescent
The committee was scheduled to discuss an application for Talbot House, 10 Ladbroke Crescent. As the Royal Borough of Kensington and Chelsea was the applicant, the application was scheduled to be discussed by the committee. Planning permission had been sought for:
- Removal and replacement of pitched roof covering
- Removal of balcony glass infill panels and replacement with `Vulcan VitraDual' façade panels1
- Replacement of single-glazed windows with double-glazed, side-hung casement windows with opening fan lights
85 Ladbroke Grove
The committee was scheduled to discuss an application for 85 Ladbroke Grove. As the Royal Borough of Kensington and Chelsea was the applicant, the application was scheduled to be discussed by the committee. Planning permission had been sought for:
- Maintenance works to the building
- Replacement of windows
- Replacement of roof tiles
- Replacement of rainwater goods
2-4 Colville Road
The committee was scheduled to discuss an application for 2-4 Colville Road. As the Royal Borough of Kensington and Chelsea was the applicant, the application was scheduled to be discussed by the committee. Planning permission had been sought for the replacement of single glazed timber sash and casement windows and glazed doors with double-glazed timber sash and casement windows and doors.
Chelsea Sports Centre and Flat 1 Chelsea Sports Centre, Chelsea Manor Street
The committee was scheduled to discuss applications concerning the Chelsea Sports Centre and Flat 1 Chelsea Sports Centre, Chelsea Manor Street. Planning permission was sought for the replacement of patent glazing to roof lights and side windows, and timber frame within roofs, above the yoga studio, gym, and wellness suite.
Elm Park House, Fulham Road
The committee was scheduled to discuss an application for Elm Park House, Fulham Road. The application sought to approve details relating to the installation of a generator enclosure for fire fighting lifts.
361 Fulham Road
The committee was scheduled to discuss an application for 361 Fulham Road. As the Royal Borough of Kensington and Chelsea was the applicant, the application was scheduled to be discussed by the committee. Planning permission had been sought for refurbishment works, including renewal of existing windows with new aluminium units, external and internal communal decorations, and flat roof sections replacement.
Flats D and E, 37 Elgin Crescent
The committee was scheduled to discuss an application for Flats D and E, at 37 Elgin Crescent. The application sought planning permission for proposed rear extensions to ground and basement flats.
The report pack stated that the proposed extension would preserve the character, appearance and significance of the Ladbroke Conservation Area2, and would ensure good living conditions for neighbouring occupiers.
