Health and Wellbeing Board - Thursday, 20th November, 2025 9.30 am

The Health and Wellbeing Board are scheduled to meet on Thursday 20 November 2025 to discuss a number of issues, including an update on vaccinations, the Better Care Fund, and the Youth Transformation Pilot. The meeting will also include updates on the National Neighbourhood Health Programme and the Shropshire Integrated Place Partnership.
Health Protection: Update on Vaccinations
Rachel Robinson, Executive Director – Public Health (DPH) for Shropshire Council, is scheduled to present an update on vaccinations. The update will include the Winter Vaccination Winter Update Plan and the Vaccination Communication Plan.
The Winter Vaccination Winter Update Plan is scheduled to cover:
- The national context for the winter vaccination programme.
- The local context, including uptake data and inequalities.
- Delivery of the programme, including:
- Objectives
- Target groups
- Sites
- Workforce
- Communications
- Escalation plans
The Vaccination Communication Plan is scheduled to include details of the communications strategy, including:
- Key messages
- Target audiences
- Channels
- Evaluation
Youth Transformation Pilot
Helena Williams, Youth Support Team Manager, Shropshire Council, and Natasha Moody, Families First Partnership (FFP) Strategic Lead, Shropshire Council, are scheduled present a report on the Youth Transformation Pilot. The report pack includes a presentation, and the LYT Shropshire Youth Service Review Report.
The presentation is scheduled to cover:
- Background to the pilot
- Aims and objectives
- Progress to date
- Challenges
- Next steps
The LYT Shropshire Youth Service Review Report is scheduled to provide an overview of the current youth service provision in Shropshire, and make recommendations for future service delivery.
ICB Update
Claire Parker, Director of Partnerships, NHS Shropshire, Telford and Wrekin (NHS STW), and Nigel Lee, Director of Strategy & Partnerships SATH and Chief Strategy Officer NHS STW, are scheduled to provide an update on the work of the Integrated Care Board. The report pack includes the NHS STW Monthly Stakeholder Briefing for October 2025.

Better Care Fund 2025-26 Quarter Two Template
Jackie Robinson, Senior Integrated Commissioning Lead, NHS STW, is scheduled to present the Better Care Fund (BCF) 2025-26 quarter two template.
The Better Care Fund is a programme that seeks to join up health and social care services, so that people can manage their own health and wellbeing, and live independently for longer.
National Neighbourhood Health Programme (NNHIP) Progress Update
Naomi Roche, Public Health Principle, Shropshire Council, and Ally Davies, National Neighbourhood Health Improvement Programme Coach (Shropshire), NHS Midlands and Lancashire CSU, are scheduled to present a progress update on the National Neighbourhood Health Programme (NNHIP). The report pack includes a presentation.
