The Bradford on Avon Area Board was scheduled to meet to discuss community grants, updates from partner organisations, and local highway improvements. The board was also due to review updates from the Strategic Engagement and Partnership Manager, and consider future meeting dates.

Area Board Funding

The Bradford on Avon Area Board was scheduled to consider several applications for community funding. The remaining budgets for 2025/26 were noted in the Area Board Grant Report:

• Community Area Grant: £14,266
• Older & Vulnerable: £7,500
• Young People: £12,607

The following Community Area Grant applications were listed for consideration:

• Made in BOA CIC requested £3,000 towards sewing and painting supplies for workshops. The workshops would be for all ages and would support local good causes.
• Freshford Community Farm Limited requested £5,000 towards planning permission for a community farm in Limpley Stoke and Freshford. According to the project summary:

Our aim is to establish a community-led market garden growing nutritious, locally grown produce for the health and resilience of the local communities of Limpley Stoke and Freshford.

The following Older & Vulnerable Grant application was listed for consideration:

• Holt Sports and Recreation Committee requested £667 for the refurbishment of the Multi Use Games Area Court 1 at Holt Sports Courts.

A delegated funding award made by the Strategic Engagement & Partnership Manager between meetings was also noted:

• £1,000 to Bradford on Avon Area Board Cllr Nigel White for Supporting Vulnerable Women.

Local Highways and Footpath Improvement Group

The Area Board was scheduled to note the minutes and consider recommendations arising from the Local Highways and Footpath Improvement Group (LHFIG) meeting held on 1 September 2025.

Some of the items discussed at the LHFIG meeting included:

• Wine Street, Bradford on Avon: A prohibition of motor vehicles, except for access, would be appropriate to replace the current 3T weight restriction.
• B3109 Lower South Wraxall Junction Visibility Improvements: Legal process expected to be complete during October 2025.
• A365 Atworth: Design works progressing and to be shared with PC. Works programmed for Spring 2026.
• 2-22-24 Frome Rd/Chapel Lane Wingfield – Footway widening: The group agreed to support a substantive bid for this project.
• 2-24-02 Lower Stoke, Limpley Stoke: Funding of £1200 was agreed subject to PC contribution of 50% to take forward bollard installation.
• 2-24-07 South Wraxall Village – request for 20mph speed limit: Meeting being set up for KR and PC to discuss approach for South Wraxall.
• 2-24-09 Hawcroft, Holt: Works complete.
• 2-24-10 Staverton, Junction of Marina Drive and Cygnet Way: PTU have plans to introduce a bus stop marking and other improvements at this location during 2026.
• 2-24-13 A363 adjacent to Cumberwell golf club: Cycle warning signs are in place on the approaches to the Cumberwell Park but need vegetation removal and cleaning to improve conspicuity.
• 2-24-19 Bradford on Avon, Winsley Rd – between Grove Leaze and Downs View: The report was being finalised however initial review of the pedestrian numbers, even accounting for latent demand and changes to school attendance, did not meet the required criteria for a formal crossing.
• 2-24-20 Bradford on Avon, Bath Road: It was agreed to wait for the outcome of the consideration being given to a new speed limit policy for the County before pursuing a SLA.
• 2-24-21 Bradford on Avon, Budbury Close – steps between 32 and 34: The steps are not part of the adopted highway or right of way network, nor are they owned by Wiltshire Council.
• 2-24-24 B3107 Holt: LHFIG would support a substantive bid for The Common with a £3000 contribution.
• 2-24-25 A363 Farleigh Wick: KR is to provide outline plan for proposed improvements with this then being passed to Passenger Transport Unit who have funding for bus infrastructure improvements through BSIP¹.
• 2-24-25 Elms Cross, Westwood: KR to consider concerns and develop further detailed plan to be shared with PC.
• 2-24-26 Ham Green, Holt – handrail request: KR explained that the land does not show as highway boundary, RoW or Wiltshire Council owned.
• 2-23-5 Bridge Yard – layby opposite Co-Op: Works ordered for bollard installation.
• 2-24-23 Bradford on Avon, Elms Cross Drive and Frome Road: Order raised with works due for completion by end of Oct.
• BoA Sladesbrook – Speed Limit Reduction: It was agreed to fund this £6000 with 50/50 split between LHFIG and TC.

The Police Update included crime data for Bradford-on-Avon from July - August 2024 compared to 2025:

Road Safety Update

The Road Safety Update included information on the #FATAL5 education campaign, which focuses on:

Traffic survey data for Bradford on Avon from 1 January 2024 – August 2025 showed no change was required at the following locations:

• A363 Bath Road
• B3109 - Frome Road
• B3105 Leigh Park Road
• A363 Bath Road
• Elms Cross Westwood

The update also noted that the Roads Policing Unit issued over 949 tickets to motorists between July and the end of September for numerous road related offences. The most common offences were:

• Speeding
• Using a mobile phone while driving
• Not wearing a seatbelt
• Careless driving
• Driving without insurance

Wiltshire Police – Violence Against Women and Girls – Quarterly Update

The Violence Against Women and Girls Quarterly Report provided progress updates on how the police are tackling Violence Against Women and Girls (VAWG).

Wiltshire Police continue to work with the Ending VAWG Coalition Wiltshire (E-VAWG) and have started offering domestic abuse perpetrators who are in custody at Swindon's Gablecross police station the opportunity to work with Open to Change.

The report also noted an increase in reporting for stalking and harassment offences, and that Wiltshire Police has invested in further training and awareness with all officers and staff to improve their understanding of how a victim of stalking can be best supported.

Project Vigilant continues to keep people safe in the nighttime economy through using intelligence to identify people who are displaying concerning behaviours and stop predatory sex offenders who are looking to target women.

Family Hub Update

The Family Hub Update included data from West Wiltshire Navigation, Parenting and Outreach.

The number of continued conversations since the start of the service on 1 April 2024 was 51, with 9 active continued conversations as at the end of the quarter. The number of one-off conversations this quarter was 204.

BSW Together (Integrated Care System) Update

The ICB Update included information on the future of integrated care boards in England, and the formation of a new cluster organisation with the ICBs in Dorset and Somerset.

Rob Whiteman has been announced as the new Chair of the Dorset, Somerset and BSW integrated care board cluster.

The ICB's Chief Executive Officer, Sue Harriman, will leave the organisation at the end of September 2025 to take up the post of Chief Executive of Hampshire Hospitals NHS Foundation Trust.

Further opportunities to find out more about new Trowbridge Integrated Care Centre have been planned.

The update also included a call for pregnant women and young children to get vaccinated against flu.

Family and Community Learning Impact Report 2024/25

The Family and Community Learning Impact Report 2024-2025 highlighted the transformative power of adult learning across Wiltshire.

Family and Community Learning is part of Wiltshire Council's Targeted Education Service and is funded through the Department for Education's Adult Skills Fund under a Tailored Learning contract.

In 2024–2025, 635 individual learners were supported across a range of online and face-to-face courses throughout Wiltshire.

The report noted that 38% of learners have a disability or learning difficulty, and 53% have qualifications below Level 2².
