The Planning Applications Committee of Lambeth Council scheduled a meeting to discuss planning applications on 18 November 2025. The committee was scheduled to review applications for developments at County Hall, St Mary's Nursing Home, and Leigham Court Road. The committee, consisting of Councillor Joanne Simpson (Chair), Councillor Malcolm Clark (Vice-Chair), Councillor Scott Ainslie, Councillor Martin Bailey, Councillor Diogo Costa, Councillor Issa Issa and Councillor Emma Nye, was expected to make decisions on these applications.
Planning application for Leigham Court Road
The committee was scheduled to discuss a planning application for the demolition of existing structures at 35-37 Leigham Court Road and land to the west and rear of 39-49 Leigham Court Road, and the redevelopment of the site to deliver three buildings. These buildings would provide residential accommodation (Use Class C31 and C42), and a standalone community and commercial building (Use Class E3/Class F14). The development would also include associated landscaping, cycling parking, car parking, and servicing.
The report pack notes that the site is located partly within the Leigham Court Road North Conservation Area, and is adjacent to the Streatham High Road & Streatham Hill Conservation Area and Leigham Court Estate Conservation Area.
The proposed development would deliver 92 homes, including 15 social rented homes, 31 discount market rent homes, and 46 private Pocket Sharer homes. It would achieve 35% affordable housing by habitable room. The applicant has provided a financial viability assessment, as required by policy, which has been independently assessed and verified demonstrating that the proposal would provide the maximum reasonable amount of affordable housing. The housing would include 9 M4(3)5 wheelchair homes, equating to 10% provision overall.
The report pack notes that the Director of Climate Change, Planning and Transport recommended that conditional planning permission be granted subject to the completion of a suitable deed under Section 106 of the Town and Country Planning Act 1990 containing the planning obligations as set out in the report pack.
Planning application for St Mary's Nursing Home
The Planning Applications Committee was scheduled to discuss a planning application for St Mary's Nursing Home, 3 Tooting Bec Gardens. The application was for a phased development to include the construction of a new 2-storey block to the rear of the existing wing (Phase 1), alongside demolition and construction of a new 3-storey block (Phase 2) with basement and lightwell, and demolition of the first-floor of the existing wing and construction of a new first and second-floor (Phase 3) in order to provide additional bedrooms, together with provision of storage area within the roof space and refuse storage.
The report pack notes that the site lies within the Streatham High Road and Streatham Hill Conservation Area and is in proximity to a Grade II* listed church and a Grade II listed church hall.

Planning application for County Hall
The Planning Applications Committee was scheduled to discuss a planning application for County Hall, London SE1 7PB. The application was for the change of use of part of the seventh floor from Sui Generis6 to Use Class F1(a) provision of education.
The report pack notes that County Hall is a Grade II* listed building located on the South Bank of the River Thames. The site is also within the South Bank Conservation Area, and part of the Central Activities Zone (CAZ), Waterloo Opportunity Area, and the London Plan Thames Policy Area.

Planning Applications Committee Minutes
The report pack also contained the minutes from the Planning Applications Committee meeting held on Tuesday 7 October 2025. The minutes record that the committee:
- Resolved to grant conditional planning permission for 40 Clyston Street, London subject to amendments to condition 11 and the addition of a condition for a green screen.
- Resolved to grant conditional planning permission for Tesco Stores, 275 Kennington Lane And 145-149 Vauxhall Street, London.

- The Planning Applications Committee consists of seven councillors.
- The meetings are normally held on a Tuesday evening at 7pm and are held 1 or 2 times a month.
- Members of the public, visiting Ward Members and officers are encouraged to attend virtually.
- Up to three supporters (including applicants), three objectors and the Ward Members can make representations to the meeting at the Committee's discretion for a maximum of two minutes each.
- The order of business is determined at the meeting taking into consideration applications which are withdrawn, or which officers recommend should be deferred, applications where there are no notified interested parties wishing to address the committee and members have no questions to ask the applicant or officers, applications which have been deferred from a previous meeting or have been the subject of a site visit, and applications for developments which would be in receipt of public funding and which are subject to deadlines affecting delivery and other applications subject to specific deadlines.
- If there is a lot of outstanding business at 9.00pm the Chair will advise the meeting if and how the timetable for the meeting has to be revised, in order to deal with remaining business and finish the meeting at 10.00pm. At 10.00pm, if the meeting has not ended, the Committee will decide which business can be completed by 10.45pm and any business not reached by that time will be deferred to the next meeting.
- A site visit will normally take place on the Saturday morning immediately before the committee which will consider the matter. An alternative date of the preceding Friday morning could be arranged.
