The Boston Town Area Committee (BTAC) is scheduled to meet on 27 November 2025, to discuss the council's financial position, the BTAC Small Grant Scheme, and to receive an update from Lincolnshire Housing Partnership. The meeting will also include a discussion of the committee's work programme.
2025/26 Quarter 2 Financial Position
The committee is scheduled to discuss the council's financial position for the second quarter of 2025/26. A report in the Public Reports Pack includes a summary of the current financial position for BTAC at the end of Quarter 2, forecasting to the year end. The report indicates a forecast overspend of £15,042, which, if the position remains unchanged, will be covered by reserves as of 31 March 2026. The opening balance of the BTAC reserve on 1 April 2025 was £293,825, and the forecast balance of reserve is £275,057, including the minimum required reserve balance of £70,000.
The Quarter 2 Financial Position report includes a breakdown of income and expenditure, with details of key service areas and associated budget allocations. Variances are noted in areas such as:
- Open spaces and play areas, with a forecast overspend of £15,648, attributed to the maintenance of play equipment and employee costs moved from Events.
- Central Park, reflecting a surplus position of £9,374, largely due to savings on utility costs and the gate locking service not being in operation.
- Public conveniences, with an overspend of £14,207, due to door replacement costs and associated loss of income.
- Events, showing a forecast surplus of £14,875, resulting from the movement of employee costs to Open Spaces and additional income for space hire.
- Administration, recording a saving of £27,541, primarily related to the street cleaning service review.
BTAC Small Grant Scheme
The committee will consider the recommendations of the BTAC Grants Working Group regarding applications submitted for Round 3 of the BTAC Small Grant Scheme for the financial year 2025/2026. According to the BTAC Small Grant Scheme report, five eligible applications were received in Round 3, and details of each applicant, project, and the Working Group's funding award recommendations are listed in an appendix. The report states that the BTAC Grants Working Group met on 30th October 2025 to review the applications. The report recommends that the committee approve the grant funding award recommendations made by the BTAC Grants Working Group in respect of eligible applications. The reason for the recommendation is to provide grants to local groups that undertake community work which benefits the BTAC Wards of Boston. The finance proforma in the report pack indicates that £3,960 is available for revenue costs.
Lincolnshire Housing Partnership
Representatives from Lincolnshire Housing Partnership (LHP) are scheduled to attend the meeting to provide a biennial update. The representatives scheduled to attend are Anthony Read, Chair of the Board, Shaun Harley, Interim Chief Executive, and Mark Coupland, Executive Director of Customers.

The committee is expected to discuss and update its work programme for the current year, according to the Agenda Frontsheet.
