Summary

The Health and Adult Social Services Scrutiny Panel were scheduled to meet on 27 November 2025, to discuss changes to the health landscape, the annual report of the Ealing Safeguarding Adults Partnership Board, updates to the Better Lives Better Days project, and technology enabled lives. The panel was also expected to review and agree its work programme.

Ealing Safeguarding Adults Partnership Board Annual Report

The Ealing Safeguarding Adults Partnership Board's (ESAB) annual report and assurance statement for 2024-25 was included in the agenda. The report provides an overview of how adults are safeguarded in the borough and how partners work together to improve services.

The report detailed that Ealing's population in mid-2024 was estimated at 386,000, an increase of nearly 7,000 people from the previous year, and that the borough has a diverse population, with 57% of residents from various ethnic backgrounds.

The report also included:

  • An explanation of safeguarding, including the types of abuse addressed, such as physical, emotional, financial, and neglect.
  • Information on Making Safeguarding Personal (MSP) and the six principles of safeguarding as outlined in the Care Act 2014[^2].
  • Data on safeguarding concerns, enquiries, and Deprivation of Liberty Safeguards (DoLS).
  • Details of Safeguarding Adult Reviews (SARs), including two case studies, EAL 68 and EAL 72.
  • Information on learning and development, including training provision and data from partner organisations such as London North West University Healthcare and West London NHS Trust.
  • Partnership arrangements and budget information.
  • Key achievements and challenges from board partners during 2024-2025.

The report included two case studies:

  • Case Study one: Supporting Ealing resident O.A – Rough Sleeping, Safeguarding & Multi-Agency Collaboration: This case study reflected the complex intersection of homelessness, disability, and safeguarding of a 32 year old Ealing resident.
  • Case Study two: Supporting AS & JS Health, Immigration & Safeguarding Through Multi-Agency Collaboration: This case study highlighted the importance of sustained multi-agency collaboration in navigating health, legal, and safeguarding challenges of two brothers.

Better Lives; Better Days Project Update

The panel were scheduled to receive an update on the Better Lives; Better Days project. The project was launched in October 2024 with the aim of transforming day opportunities to offer residents greater choice and control.

The report included the following ambitions for the programme:

  • Empowering Individuals: Enhancing choice and control, allowing residents to select personalised services and activities near their homes.
  • Optimising Council Assets: Repurposing under utilised community buildings to deliver services more efficiently and locally.
  • Cost-Effective Service Delivery: Focusing on sustainable, budget-conscious models while maintaining high standards of care and support.

The report also detailed the changes that the programme would bring, including increased personalised programmes, flexible scheduling, more community and family involvement, improved outcomes through focused delivery, person-centred plans, co-production and involvement, and improved access.

The project was scheduled to be implemented in three phases: design, development, and transition.

The report also provided updates on new locations for the project, including Elm Lodge in Greenford, Sycamore Lodge in Acton, and Martin House in Southall.

Technology Enabled Lives

The panel were scheduled to discuss a review of how technology enabled lives (TEL) can support the Connected Communities; Better Lives ambitions to achieve improved outcomes and greater independence across Adult Social Care.

The review, undertaken by Hampshire County Council and PA Consulting, consulted with residents and stakeholders across adult social care and health. The review's methodology included:

  • Stakeholder interviews
  • Senior Management Team workshops
  • Resident engagement sessions
  • Practitioner engagement in Art of the Possible (AoTP) workshops
  • Practitioner surveys

The review identified strengths such as strong leadership support and a clear ambition to expand and modernise TEC, a borough-wide physical response service, and good relationships with health partners and Harrow Careline. Limitations included a traditional offer focused mainly on older people, and equipment delays.

The vision for Technology Enabled Living was described as ambitious and forward-looking, shifting from Technology Enabled Care to Technology Enabled Lives, and co-produced with stakeholders.

Changes to the Health Landscape

The panel were scheduled to receive an update on the changing role of NHS Integrated Care Boards, the new course for the NHS set out by the Ten Year Health Plan, Neighbourhood Health, and the role of the Integrator.

The report detailed that in July 2025, the boards of North Central and North West London Integrated Care Boards agreed to merge, and that Mike Bell was named as Chair and Frances O'Callaghan came in as the new Chief Executive Officer.

The report also mentioned the Medium Term Planning Framework for the NHS, which aims to return the NHS to much better health over the next three years, with waiting times dramatically reduced, access to local care restored, and unnecessary bureaucracy slashed.

West London NHS Trust was nominated to take on the role of the integrator for the boroughs.

Panel Work Programme

The panel was asked to consider its work programme, agree any additional items, and suggest who should be engaged in the selected agenda items.
