Summary
The Shareholder Reference Group met to discuss the performance and operation of Redbridge Civic Services Ltd (RCS), and Roding Homes Ltd. The group was scheduled to review reports from the chair of the RCS board of directors and the director of resources, focusing on RCS's quarterly performance and potential amendments to Roding Homes Ltd's articles of association. Some of the discussion was expected to be held in private due to the commercially sensitive nature of the information.
RCS Board of Directors Report
The Shareholder Reference Group was scheduled to receive a six-monthly performance report from Josie Falco, RCS Board Chair, covering April to September 2025. The report noted that Richard Fassnidge had resigned as Managing Director (MD) and Lukasz Kulaga had been recruited as his replacement.
Other points that were scheduled to be raised were:
- RCS was preparing to take over the O' Licence1 for its vehicles.
- There were concerns regarding vehicle insurance renewal.
- A draft business plan, business continuity plan and risk register had been produced and submitted.
- Service performance key performance indicators (KPIs) were good apart from 24-hour return for missed collections and for container delivery.
- Recycling collections along the Eastern Avenue were due to restart on 8 December, with residents receiving a fortnightly wheelie bin collection.
- A trial service for food waste collection was scheduled to commence on 24 November 2025.
- The annual pay uplift was currently underway.
- RCS was exploring targeted actions to reduce the number of reversing related incidents.
The report also included a key performance indicator (KPI) dashboard for 2025-26.
RCS Quarterly Performance Report
The Shareholder Reference Group was scheduled to discuss the RCS Quarterly Performance Report for Quarter 2 (Q2) of 2025/2026, covering July to September 2025.
The report noted that there had been an overall positive trend in terms of performance against almost all the Key Performance Indicators (KPIs). It also noted that targeted improvement was required in relation to the 24 hours return for missed collections, for container delivery collection and staff sickness rates to fully meet agreed KPI standards. The report stated that RCS's improvement plans for each of these KPI's were proving effective.
The report also stated that at the end of Q2 2025-26, there has been strong service delivery by RCS in terms of performance against almost all contract Key Performance Indicators (KPIs) and that kerbside missed refuse and recycling collection performance for kerbside properties remains satisfactory.
The report also included a Managing Director Report to the Shareholder Reference Group, which included the following points:
- A total of 65 close calls had been reported, involving issues such as tree hazards, deteriorating road surfaces, unsafe steps, parking concerns, improper PPE usage, oil spills, and non-compliance with seatbelt protocols.
- The union had rejected the initial pay increase proposal.
- The procurement of Food Waste Vehicles and Communal Waste Collection Vehicles was taking longer than anticipated, primarily due to the extended time required to evaluate the Social Value component of the submissions.
- The redundancy process within the Business Support Team had been completed.
- One of the supervisors had recently resigned from their role and RCS had initiated recruitment to fill the position.
- Managing sickness absence remained a high-priority task for the HR Manager.
- The number of close call reports had been unsatisfactory, particularly during August.
- A significant proportion of vehicle-related accidents have occurred during reversing manoeuvres.
Roding Homes Ltd
The Shareholder Reference Group was scheduled to consider a report seeking approval to amend the Roding Homes Ltd Articles of Association to allow a minimum of one director. The report noted that this would allow the company's requirements to be overseen whilst in a dormant state.
The report also recommended that Councillor Colin Stewart be removed as director of Roding Homes Ltd, following his departure from London Borough of Redbridge.
According to the report, the change in the council's objectives and move to direct delivery meant that there was no longer a need to use Roding Homes Ltd as a delivery vehicle. The report stated that this gave the council the opportunity to deliver the scheme without a need for a company structure, and that as such, Roding Homes Ltd would be held in a dormant state under the oversight of the Executive Director of Resources.
