The Children & Young People Overview and Scrutiny Committee are scheduled to discuss a range of issues at their meeting on 25 November. These include updates from cabinet portfolio holders, the work of the Corporate Parenting Panel, performance reports, post-16 education, Ofsted inspections, school outcomes, and family hubs. The committee will also review its work programme and items on the forward plan.

Inspection of Children's Services

The committee will be presented with a report on the Inspection of Children's Services. Two appendices are also included in the report pack: Appendix 1 for Ofsted Inspection and Appendix 2 Post Inspection Plan.

School Outcomes Report

The committee will receive the School Outcomes Report - Early Headlines including Virtual Schools. This report includes information from virtual schools. Virtual schools are not actual schools, but teams of people who support the education of children in care.

Post 16 Provision and Participation

The committee is scheduled to discuss Post 16 Provision and Participation (Education, Employment and Training), 2025.

Best Start Family Hubs

A strategic update on Best Start Family Hubs will be provided to the committee. Family hubs are centres that provide services and support for families with children of all ages, from birth up to age 19, or 25 for young people with special educational needs and disabilities (SEND).

Quarter 2 Integrated Performance Report

The Quarter 2 Integrated Performance Report 2025/26 is scheduled to be discussed. At the previous meeting, Johnny Kyriacou, Director of Education, noted that the Quarter 1 report was the first to be presented in the new performance reporting style, with a stronger emphasis on improvable activities, links to the Council's delivery plan, and the new local government outcomes framework.

Corporate Parenting Panel Update

The Portfolio Holder for Children & Families is expected to provide an update on the work of the Corporate Parenting Panel, including updates from the Children in Care Council and other forums. The Corporate Parenting Panel is a group of councillors and officers who work together to improve the lives of children in care.

Updates from Cabinet Portfolio Holders and Directors

Cabinet Portfolio Holders and Directors are invited to provide updates on issues within the remit of the committee. At the previous meeting, Councillor George Finch, Portfolio Holder for Children and Families, spoke about youth groups and activities over the summer, and Councillor Wayne Briggs, Portfolio Holder for Education, discussed a letter to the Secretary of State regarding educational resources.

Work Programme and Forward Plan

The committee will consider its Work programme NOVEMBER 2025 and items on the Forward Plan relevant to the remit of the committee.
