Summary

Motion on Mandatory Digital ID
Councillor Connor Donnithorne and Councillor Drew Creek were scheduled to propose and second a motion stating that the council says no to mandatory digital ID. The report pack included a report and appendix on the topic of 'Cornwall Council Says No to Mandatory Digital ID'.
Mr Goodman from St Austell submitted a question on the topic of digital ID:
The Prime Minister has said mandatory Digital ID is only necessary to control illegal Immigration. Can the Leader think of any other benefits that Cornish residents will get from this control mechanism? It really isn't clear, despite the huge effort the Labour Government has put into imposing it on us.
Questions from the Public
Six questions from the public were listed on the agenda.
Mr Brett Bodmin asked about councillors who leave the party they stood for during local elections, and whether they should be allowed to continue as members of the council.
Mr Kimber from St Austell asked about the protection of religious groups in Cornwall, in light of rising antisemitism and the removal of tax breaks for religious buildings. He specifically mentioned Jehovah's Witnesses and Jewish communities.
Mrs Kimber from St Austell also asked about farming in Cornwall, and whether the council agreed with the government that there should be no farmers and all land should be used for green energy.
Mrs Lucas from St Columb Major asked why an open recruitment process had not begun for a replacement managing director at Newquay Airport, following the departure of the previous director eight months prior. She also questioned whether the intention was to hand the role to the interim MD, who had never worked in another airport before.
Mr Jackson from Truro asked whether residents should expect the council to seek a prosecution in the Magistrates' Court when a company has failed to abate a substantiated noise nuisance within the timeframe stated in a Statutory Nuisance Abatement Notice. The notice in question was served by the council on 29 August under Section 80 of the Environmental Protection Act 19901 to JJ Smith and Co Joinery Ltd, Greenbank Road, Devoran.
Allocation of Seats
The council was scheduled to discuss the allocation of seats on various committees. An appendix to the agenda provided a breakdown of the allocation of seats based on the size of each political group on the council.
Harbours Board Budget and Fees
The council was scheduled to consider recommendations from the Cornwall Harbours Board regarding its budget for the financial year 2026 to 2027, as well as dues, fees, and charges for the same period.
Motion on the Housing Revenue Account
Councillor Kate Ewert and Councillor Julian German were scheduled to propose and second a motion to support the Housing Revenue Account2.
Motion on Northern Ireland Veterans
Councillor Martyn Alvey and Councillor Paul Cador were scheduled to propose and second a motion regarding Northern Ireland veterans.
Motion on EDI/DEI Policy
Councillor Roger Tarrant and Councillor Jamie Hanlon were scheduled to propose and second a motion for the council to discontinue its mandatory EDI/DEI policy3.
Independent Remuneration Panel: Review of Members' Allowances
The council was scheduled to discuss the Independent Remuneration Panel's review of members' allowances.
Recommendations from the Constitution and Governance Committee
The council was scheduled to consider recommendations from the Constitution and Governance Committee on two matters: Council Procedure Rule 4.2.2 regarding the allocation of substitutes, and a review of Article 21 concerning the governance arrangements of council-owned entities and the protocol for those arrangements.
Recommendation from the Pensions Committee
The council was scheduled to consider a recommendation from the Pensions Committee regarding the appointment of an employee representative.
