  • Bowerdean Road Traffic Calming: The scheme was withdrawn, and the £35,088 allocated was to be reallocated.
  • Coates Lane Traffic Calming: £17,752 was allocated to the project. On-site construction had been completed, but a completion certificate was pending.
  • Bellfield Road Crossing: £106,000 was allocated to the project. The scheme was to be delivered as part of the High Wycombe Local Cycling and Walking Infrastructure Plan (LCWIP).
  • District Centres Public Realm Improvement: £125,000 was allocated to the project. The committee needed to redefine the scope of the project or return the funding to the main CIL pot.
  • Bull Lane Service Yard Gates: £15,000 was allocated to the project. Funding was incorporated into the wider project budget for the White Hart St/Bull Lane public realm enhancement project.
  • Wycombe Parking Review: £593,000 was allocated to the project, with £517,333 remaining.

The report stated that any future CIL proposals must align with infrastructure priorities, statutory responsibilities and the council's strategic priorities.

Special Expenses Report

Fiorella Mugari, Head of Finance - Communities and PGS Directorates, was scheduled to present the High Wycombe Town Committee Special Expenses Report for Quarter 2 of 2025/26. The committee was asked to note the quarter 2 revenue forecast position for the financial year 2025/26, the forecast impact on working balance this financial year end, and the latest spend position on reserve funded projects.

The net forecast outturn position for 2025/26 was £466,065, with an underspend of £16,623 currently reported in the forecast.

The report also provided an update on reserve funded projects:

  • Nexus Kitchen Refurbishment: £36,000 was allocated, and the total contribution had now been paid.
  • High Wycombe Life Magazine: £27,000 had been provided for 12 months across 2025/26 for a further four editions of the magazine.

The forecast working balance to the financial year end was £467,159, which was higher than the recommended minimum level of £150,000.

Place Partnerships/Gaia

Sophie Payne, Service Director for Culture, Sport and Leisure, was scheduled to present an update on Place Partnerships/Gaia.

The report pack included information on We Make Wycombe, High Wycombe's Place Partnership project, which is a jointly funded partnership programme celebrating Wycombe's creativity, supporting local talent, and making arts and culture more visible in the town.

The report stated that We Make Wycombe is driving cultural transformation and potential projects like Gaia could help to put High Wycombe firmly on the cultural map, celebrating its deep connection to the environment, attracting national attention and building local pride.

The report noted that Durham Cathedral welcomed 140,000 visitors in 9 weeks, and Peterborough had over 10,000 in 7 days, showing Gaia's strong public appeal.

The report pack proposed Gaia Illuminating High Wycombe, which would increase visitors and boost the local economy, strengthen community identity and pride, and be inspirational to all ages.

The next steps for the Gaia project were that it was currently under consideration by partners, and they were looking to secure external funding/sponsorship from local businesses to deliver the project.
