The Children and Families Overview and Scrutiny Panel of Worcestershire Council were scheduled to meet on Thursday 27 November 2025 to discuss children and young people's emotional wellbeing and mental health services, performance and budget monitoring, and the panel's work programme. The meeting was due to take place at the Wychavon District Council in Pershore. During the meeting, councillors were expected to review performance data for education, special educational needs and disabilities (SEND), and social care.
Performance and Budget Monitoring
The panel were scheduled to discuss performance and budget monitoring for the year 2025-26. This was to include reviewing data related to education, SEND, and social care.
The education and SEND data included:
- Early years foundation stage profile results
- Key stage 2 attainment
- Key stage 4 attainment
- Post-16 attainment
- SEND inclusion
- Education health and care plans1
The social care data included:
- Children in care
- Child protection plans
- Children leaving care
- Adoption
- Special guardianship orders2
- Care leavers
The panel were also scheduled to review the in-year budget monitoring report for period 6 of 2025-26.
Children and Young People's Emotional Wellbeing and Mental Health Services
The Children and Families Overview and Scrutiny Panel were scheduled to discuss children and young people's emotional wellbeing and mental health services.
The discussion was expected to focus on:
- The current state of children and young people's mental health in Worcestershire.
- The services that are available to support children and young people's mental health.
- The challenges in providing mental health services to children and young people.
- Plans to improve mental health services for children and young people.
Work Programme
The panel were scheduled to discuss and update their work programme. According to the agenda, the work programme is a document that sets out the panel's priorities for the year ahead. It includes a list of topics that the panel will be reviewing, as well as a timetable for when these reviews will take place.
The panel were expected to consider a report outlining potential topics for future review, ensuring the programme remains relevant and focused on key issues affecting children and families in Worcestershire.
