Cabinet Procurement and Insourcing Committee - Monday 1 December 2025 2.00 pm

The Cabinet Procurement and Insourcing Committee (CPIC) convened to discuss and approve several key contracts, including the refurbishment of the Kings Hall Leisure Centre (KHLC), park play area upgrades, security services, Google Workspace licences, additional resources for Stoke Newington School, and penalty charge notice enforcement agent services. The committee approved all recommendations put before it.
Kings Hall Leisure Centre Refurbishment
The committee approved the award of contracts for the Kings Hall Leisure Centre Refurbishment Project to Morgan Sindall Construction and Infrastructure Limited. This decision was made subject to cabinet approval of the revised project budget on 24 November 2025.
The project will be delivered via a two-stage procurement process. The committee agreed to:
- Award Morgan Sindall a JCT1 Design and Build Enabling Works contract for a maximum of £1,877,048.99 (excluding VAT), to remove asbestos from the existing building.
- Award Morgan Sindall a JCT Design and Build Main Works contract for a maximum of £70,939,423 (excluding VAT).
The Director of Legal, Democratic and Electoral Services is authorised to finalise all necessary legal documentation, including consents required for the works.
The report noted that the council had been working with Morgan Sindall under a Pre-Construction Services Agreement (PCSA) to develop designs for planning and market tender purposes. Full Planning and Listed Building Consent has been secured.

- Seeking an alternative contractor, which was rejected because the professional team was satisfied with the procurement protocols and recommended contract sum.
- Not entering into an enabling works contract prior to the main contract, which was rejected because it would delay the start of the project and incur additional costs.
Parks Play Areas Refurbishments Phase 3
The committee approved the award of a JCT Design & Build contract for Phase 3 of the Play Area Refurbishment Programme to the most economically advantageous tenderer, at a total fixed contract value of £2,332,375. This phase will refurbish play areas at Clissold Park, London Fields (North), and Millfields Park.
The Director Environment & Climate Change, in consultation with the Director of Legal, is authorised to finalise the contract.
The refurbishment programme is part of the council’s long-term strategy to improve the quality, accessibility, and inclusivity of its parks and play spaces, supporting the Hackney Strategic Plan and the Parks and Green Spaces Strategy 2021–2031.
The report S603 CPIC Contract Award Report - Play Area Refurbishments Phase 3.pdf stated that the Procure Public DPS2 was used to ensure a compliant, competitive process. The single tender was assessed against quality (60%) and price (40%) criteria and benchmarked against costs from Phases 1 and 2.
The contractor has committed to using at least 60% local labour, paying the London Living Wage, and providing apprenticeships and work placements through Hackney Works and local colleges. The project includes a programme of nine community engagement events, and the contractor will aim for over 90% recycling and reuse of materials, use FSC/PEFC-certified timber and low-carbon concrete, and enhance biodiversity across all three parks.
Security Services Contract
The committee approved the award of a framework agreement for security services to Supplier C for a period of four years. The agreement covers two lots:
- Lot 1: Hackney Corporate Site Security and Vacant Buildings
- Lot 2: Concierge Services

and that Supplier C was the most consistent bidder

The supplier proposed using recyclable textiles for uniforms and demonstrated an understanding of the difference between corporate guarding and residential concierge services, with a focus on assisting vulnerable residents.
Google Workspace Licences
The committee approved the award of a contract to Supplier C for the supply of Google Workspace licenses for an initial two-year term, with a single one-year extension option.
The procurement was conducted via the Crown Commercial Service’s (CCS) G-Cloud 14 Framework Agreement. Four suppliers were evaluated based on listed price (90%) and social value (10%).

- Doing nothing, which would result in a business outage and potential data loss.
- Direct award to the current supplier, which lacks transparency and may not guarantee optimal value for money.
- Migrating to the Microsoft platform, which would involve significant and unclear costs for licensing and migration.
Stoke Newington School Additional Resource Provision
The committee approved the appointment of Contractor C as a Design and Build Contractor for the Stoke Newington School Additional Resource Provision project.
The project will refit the Daniel House building to deliver a 30-student Additional Resource Provision with classrooms and therapeutic spaces, as well as spaces for the school’s Media Suite, including a Green Screen and Hybrid and Foley Studio.
The report S640 SNS ARP CPIC Contract Award Report - Procurement Act 2023 PA2023 - July 2025.pdf stated that the contractor was selected based on their project experience in schools, design and build projects and SEN3 experience, and their response to meeting the requirements within their tender submission in relation to the Council's social and sustainability criteria.
Penalty Charge Notices Enforcement Agent Services
The committee approved the award of contracts to six suppliers for the collection of outstanding Penalty Charge Notice (PCN) debt for a period of four years.
The report S642 Parking Enforcement Agents - CPIC Contract Award REPORT - December 2025 FINAL VERSION 29-10-20.pdf noted that Certificated Enforcement Agents play a crucial role in recovering unpaid debts arising from Parking Penalty Charge Notices issued under the Traffic Management Act 2004, the London Local Authorities Act 1996, and the Transport for London and London Local Authorities Act 2003.
The council will suspend the allocation of new warrants for two months prior to the commencement of the new contract to ensure a smooth transition between service providers. The new contract will use a performance-based competitive allocation system to drive continuous improvement and ensure fairer distribution of work based on results.
The report considered and rejected insourcing the services of an Enforcement Agent, stating that it was not financially viable.
