Summary
The Licensing Sub-Committee is scheduled to meet on 4 December 2025 to consider licensing applications. The Sub-Committee will review applications for a new premises licence for the Streatham Cocktail Club, and a variation to the existing premises licence for KPUBSTAR. Also on the agenda is the election of a chair, and approval of the minutes from the meeting held on 14 October 20251.
KPUBSTAR - Arch 23 Atlantic Road
The Sub-Committee will consider an application to vary the premises licence for KPUBSTAR, located at Arch 23 Atlantic Road. According to the agenda, Mr Chan On Kim, the applicant, is seeking to extend the hours for live and recorded music, late night refreshment, and the sale of alcohol for consumption on and off the premises.
The proposed changes to the licence are:
- Live Music: Extending from 11:00 to 23:00 Sunday to Wednesday, 11:00 to 00:00 Thursday, and 11:00 to 01:00 Friday & Saturday, to 11:00 to 03:00 Monday to Thursday and 11:00 to 05:00 Friday to Sunday.
- Recorded Music: Extending from 11:00 to 23:00 Sunday to Wednesday, 11:00 to 00:00 Thursday, and 11:00 to 01:00 Friday & Saturday, to 11:00 to 03:00 Monday to Thursday and 11:00 to 05:00 Friday to Sunday.
- Sale of Alcohol: Adding off-sales to the licence, with hours of 11:00 to 03:00 Monday to Thursday and 11:00 to 05:00 Friday to Sunday for both on and off sales.
- Late Night Refreshment: Extending from 23:00 to 00:00 Thursday and 23:00 to 01:00 Friday & Saturday, to 23:00 to 03:00 Monday to Thursday and 23:00 to 05:00 Friday to Sunday.
- Opening Times: Extending from 11:00 to 23:30 Sunday to Wednesday, 11:00 to 00:00 Thursday, and 11:00 to 01:00 Friday & Saturday, to 11:00 to 03:00 Monday to Thursday and 11:00 to 05:00 Friday to Sunday.
According to the LSC main report, the Lambeth Licensing Service and Environmental Health (Public Protection) have submitted representations against the application, based on concerns regarding all four licensing objectives2. The LSC main report notes that the representations emphasise that Mr Kim has not provided any additional steps that would promote the licensing objectives during the proposed extended hours of operation. The Licensing Authority is of the opinion that the premises have not considered the issues likely to be associated with the extension of hours sought for licensable activities.
The LSC main report states:
The hours sought are beyond those recommended in the Licensing Policy and are likely to impact adversely on residents in the area, especially during unsocial hours and in the early hours of the morning.
The Licensing Authority has no concerns to permit sale of alcohol to be consumed off the premises to existing hours with the condition that the sale of alcohol for consumption off the premises is restricted to Arch 23 and Arch 26 Hallway.
Streatham Cocktail Club - 11 Heathdene Road
The Sub-Committee will also consider a new premises licence application for the Streatham Cocktail Club at 11 Heathdene Road. According to the LSC main report, Mr Archibald Sebag-Montefiore is applying for authorisation to permit the sale of alcohol for consumption off the premises, Monday to Sunday, 00:00 - 23:59. The LSC main report notes that the premises are described as an online delivery service.
According to the 11 Heathdene Road draft report, one representation was received from a member of the public, based on the licensing objective of the prevention of public nuisance. The representation highlights concerns that the application, if granted, may have an adverse impact on the area. The objector initially withdrew their representation after being notified of the conditions that Mr Sebag-Montefiore agreed with the Licensing Authority, but later sought further assurance from Mr Sebag-Montefiore and confirmed that their representation is maintained until the issues raised are addressed. Mr Sebag-Montefiore has written to the objector addressing the concerns raised, and no response has been received from the objector.
The 11 Heathdene Road draft report includes a comment from the Planning Authority, who state that it is not clear from the licensing application what the exact nature of the proposal is. The Planning Authority advises Mr Sebag-Montefiore to submit an application for a lawful development certificate detailing every element of the use, for the council to make a full assessment of whether or not the proposed use would constitute a change of use for which planning permission would be required.
The 11 Heathdene Road draft report notes that Mr Sebag-Montefiore has confirmed that the outbuilding will be mainly used for residential purposes, and that he proposes to offer a subscription service with alcohol delivered to customers on one day of the month.
Other agenda items
The Sub-Committee will also discuss the minutes from the previous meeting held on 14 October 2025. According to the Published LSC Minutes, the previous meeting included discussion of licensing applications for Crown and Sceptre, 208 Wandsworth Road and Fire Nightclub.

The licensing objectives are: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm. These objectives are set out in the Licensing Act 2003, which governs the licensing of premises for the sale of alcohol, regulated entertainment and late-night refreshment. ↩
