The Planning Committee of Sutton Council met on 3 December 2025 to discuss several planning applications. Key decisions included the approval of amendments to the Elm Grove Estate outline planning permission, the granting of reserved matters approval for the same development, the refusal of a change of use application for a property in Surrey Grove to a House in Multiple Occupation (HMO), and the approval of a new industrial unit at Sutton Business Park. The committee also granted permission for a change of use at 6 Woodcote Road, Wallington, to a flexible commercial or drinking establishment use.
Elm Grove Estate Redevelopment Approved with Amendments
The committee granted planning permission for amendments to the outline planning permission for the Elm Grove Estate redevelopment at 216-220 High Street, Sutton. The approved changes, made under section 73 of the Town and Country Planning Act 1990, allow for alterations to building locations, heights, and parameters, along with modifications to associated conditions. This decision was made subject to referral to the Mayor of London and the satisfactory completion of a Section 106 Agreement.
Following this, the committee also approved the reserved matters application for the Elm Grove Estate redevelopment. This approval covers the access, appearance, landscaping, layout, and scale of the development, which will deliver 277 new homes, including 50% affordable housing, and retain and refurbish existing town centre and community facilities at 216-220 High Street. The development will also provide public realm, play space, and cycle parking. The reserved matters approval is contingent on the prior approval of the section 73 application.
Change of Use Application for 15 Surrey Grove Refused
In a decision that went against officer recommendations, the committee refused planning permission for the change of use of 15 Surrey Grove, Sutton, from a Class C3 (residential) dwelling to a Class C4 (small HMO) to provide four bedrooms. The refusal was based on concerns that the proposal would result in the loss of a single-family dwelling in an area not designated for intensification, contrary to Policy 10 of the Sutton Local Plan 2018. Furthermore, members felt the development would lead to unreasonable noise, refuse, and litter accumulation, detrimental to neighbouring occupiers, contravening Policy 29 of the Sutton Local Plan 2018. The lack of off-street parking for the proposed rooms was also cited as a reason for refusal, as it was believed to increase on-street parking and exacerbate existing parking stress, contrary to Policy 37 of the Sutton Local Plan 2018.
New Industrial Units Approved at Sutton Business Park
Planning permission was granted for the erection of a two-storey detached building at Sutton Business Park, Restmor Way, Hackbridge. The development will comprise six self-contained mixed-use industrial units (Use Class B2/B8 and EGiii) with ancillary office space at mezzanine level, along with vehicle parking, cycle spaces, and boundary treatment. The approval is subject to conditions and a Section 106 legal agreement to secure carbon offset and performance clawback, a biodiversity monitoring contribution, and an air quality mitigation contribution. Despite receiving over ten objections, officers recommended approval, highlighting the proposal's contribution to local employment and its high-quality design.
Flexible Use Approved for Former Public House in Wallington
The committee granted planning permission for a change of use at 6 Woodcote Road, Wallington, from Sui Generis (drinking establishment) to a flexible Class E use (commercial and business) or Sui Generis use (drinking establishment). This decision allows the prominent ground-floor unit, vacant for over five years, to be reactivated with a range of commercial uses while retaining the option for it to be a public house in the future. The approval was granted after the applicant provided extensive marketing evidence demonstrating a lack of viable interest in operating the premises as a pub, satisfying the exception criteria in Policy 22 of the Sutton Local Plan 2018. Conditions were imposed to manage noise from potential high-impact Class E uses and to regulate operating and delivery hours. Councillor Jayne McCoy, the ward councillor, had de-delegated the application due to concerns about the loss of the pub, but the committee ultimately voted to grant permission.
