The Enfield Council Local Pension Board met on Wednesday 3 December 2025 to note the quarterly monitoring report of pensions administration performance targets and indicators, the Enfield Pension Fund annual report and accounts, and the Local Authority Pension Fund Forum (LAPFF) quarterly update. The board was also scheduled to note and comment on the draft version of the Funding Strategy Statement (FSS).
Whole Fund Results and Funding Strategy Statement
The Local Pension Board were scheduled to note and comment on the draft version of the FSS, and to note the initial results of the 2025 valuation for the whole fund. The Funding Strategy Statement sets out how the Enfield Pension Fund will meet its liabilities to pension holders in the future. It includes:
- The fund's investment strategy
- How the fund manages risk
- How the fund works with employers to manage contributions
Enfield Pension Fund Annual Report and Accounts
The Local Pension Board were scheduled to note the contents of the Enfield Pension Fund Annual Report and Accounts. The annual report provides an overview of the fund's performance, activities, and governance arrangements during the financial year. It includes:
- A summary of the fund's investment performance
- Information on the fund's membership and financial position
- Details of the fund's governance structure and key personnel
Quarterly Monitoring Report of Pensions Administration Performance Targets and Indicators
The Local Pension Board were asked to note the contents of the quarterly monitoring report of pensions administration performance targets and indicators, including the risk register. The report provides an update on the performance of the pension administration team against key performance indicators (KPIs) and targets. It covers areas such as:
- Benefit calculations and payments
- Member communications
- Data quality and security
- Risk management
The previous meeting on 24 September 2025 included a discussion of the Pensions Dashboard1, and the report pack noted that the 'connect by' deadline was 31 October 2025, and pension data would be loaded by then.
Currently data cleanse and data comparison exercises are being carried out. This is a complex exercise; however the team is on track to finish on time. Members will be able to access the dashboard next year. Minutes Pack Public.pdf
LAPFF Quarterly Update
The Pension Board were scheduled to note the contents of the LAPFF quarterly update, which gives details on the LAPFF company engagements for the quarter. The LAPFF2 engages with companies on behalf of its member funds to promote responsible investment practices and address environmental, social, and governance (ESG) issues. The quarterly update provides information on LAPFF's engagement activities, including:
- The companies engaged with
- The issues raised
- The outcomes achieved
Minutes of Pension, Policy and Investment Committee (PPIC)
The Local Pension Board were scheduled to note the draft minutes of the last Pension, Policy and Investment Committee meeting held on 15 October 2025. The Pension, Policy and Investment Committee (PPIC) is responsible for overseeing the management of the Enfield Pension Fund's investments and developing its investment strategy. The minutes of the PPIC meeting provide a record of the discussions and decisions made by the committee on these matters.
