The Non-Strategic Planning Committee were scheduled to meet on 4 December 2025 to discuss several planning applications, including a retrospective application for a livestock building, and the erection of 48 dwellings in Kislingbury. The Agenda frontsheet indicates that councillors were also due to consider proposed pre-committee site visits for items to be heard at the 8 January 2026 meeting.
Land West of Rothersthorpe Road, Kislingbury
The committee was scheduled to discuss an application for the erection of 48 dwellings (Use Class C31), including 8 affordable homes, vehicle access, pedestrian links, public open space, car parking, landscaping, drainage, and associated works on land west of Rothersthorpe Road in Kislingbury.
According to the Committee Report, the key issues to be considered included:
- The principle of development
- Design and impact on character and appearance
- Residential amenity
- Parking and highway safety
- Ecology and biodiversity
- Flooding and drainage
- Pollution/land quality
- Air quality/sustainability
- Agricultural land quality
- Financial considerations
The report noted objections from Anglian Water and Kislingbury Parish Council, but no objections from other consultees including Northants Police, Fire and Rescue, and NHS Northants ICB.
The report stated that the Assistant Director for Planning and Development was recommended to be given delegated powers to grant permission for the development, subject to conditions and a Section 106 legal agreement2 to secure planning obligations, including:
- An education contribution for secondary and post-16 level education
- 17% affordable housing provision on site
- Affordable housing tenure mix
- A contribution for refuse and recycling
- On-site public open space
- A contribution for off-site outdoor play space
- A financial contribution to Kislingbury Parish Council for public open space maintenance
- A Biodiversity Net Gain Habitat Management and Monitoring Plan for a 30-year period
- A monitoring fee
Land off Catesby Road, Hellidon
The committee was scheduled to discuss a retrospective application for the retention of a livestock building on land off Catesby Road in Hellidon. Councillor Charlie Hastie, ward member for Woodford and Weedon, had requested that the application be called in.
According to the Committee Report, the key issues to be considered were:
- Principle of development
- Impact on form, character and setting of village
- Impact on immediate and wider landscape
- Impact on residential amenity
- Impact on highway safety
The report noted an objection from Hellidon Parish Meeting, but no objections from other consultees including WNC Environmental Health, WNC Local Highways Authority, and WNC Lead Local Flood Authority.
The Assistant Director for Planning and Development was recommended to be given delegated powers to grant permission for the development subject to conditions.
This application had been deferred at the meeting of 18 November 2025 to allow for a site visit.
50 Great Holme Court, Northampton
The committee was scheduled to discuss a change of use application from a dwellinghouse (class C3) to a house in multiple occupation (HMO) for 7 occupants, including a single-storey rear extension at 50 Great Holme Court in Northampton. Councillor Scott Packer had requested that the application be called in.
According to the Committee Report, the key issues to be considered were:
- Principle of development
- Impact on local character
- Occupant amenity
- Impact on residential amenity
- Highway safety
- Placemaking
- Fear of crime
The report noted comments and observations from Highways and Northants Police Designing Out Crime Officer, and no objections from WNC Private Sector Housing.
The Assistant Director for Planning and Development was recommended to be given delegated powers to grant permission for the development subject to conditions.
9 Woodland Avenue, Northampton
The committee was scheduled to discuss a partly retrospective application for exterior alterations at 9 Woodland Avenue in Northampton. The works included the removal of a porch canopy, the addition of a walk-on balcony, external insulation finished with render and stone tile, and a garden wall finished in stone tile. Councillor Cameron Emery had requested that the application be called in.
According to the Committee Report, the key issues to be considered were:
- Overlooking
- Design not in keeping with the street outlook and erosion of property's Edwardian character
- Diminishing of local sense of place
- Damaging to settings of Abington Park Conservation Area.
The report noted an objection from Councillor Cameron Emery.
The Assistant Director for Planning and Development was recommended to be given delegated powers to refuse permission for the development.
Rye Hill Lodge, Norton Junction, Long Buckby Wharf
The committee was scheduled to discuss an application for a proposed stable building with a turn-out area and vehicular access to an existing track/bridleway for personal recreational use at Rye Hill Lodge, Norton Junction, Long Buckby Wharf. Councillor Daniel Lister had called in the application on the grounds of overdevelopment and loss of visual amenity.
According to the Committee Report, the key issues to be considered were:
- Principle of development
- Impacts on character and appearance of the locality
- Impacts on Public Bridleway EY1
- Environmental and drainage concerns
- Ecological impacts
- Cumulative impact and precedent
The report noted objections from the Parish Council, and no objections from WNC Highways or National Highways.
The Assistant Director for Planning and Development was recommended to be given delegated powers to grant permission for the development subject to conditions.
