The Licensing Sub-Committee approved an application for a new premises licence for Brati A&A Cafe, but with a condition that alcohol sales must end at 10pm on Sundays, rather than the requested 10:30pm. The sub-committee heard from the licensing officer, interested parties, and the applicant before making their decision, and stated that the licensing objectives would be promoted by granting the application.

The sub-committee approved the application for a new premises licence for Brati A&A Cafe, 530 Rainham Road South, Dagenham, RM10 7XD, with a condition that alcohol sales must end at 10pm on Sundays.
Lilzim Brati applied for the licence to allow the sale of alcohol from 10am to 10.30pm, Monday to Sunday. Three representations from interested parties were received, raising concerns about public safety, crime and disorder, public nuisance, and the protection of children from harm.
The representations stated that granting the licence would likely escalate existing issues with noise and disruption, anti-social behaviour, and safety risks for local residents, especially families with children. Concerns were also raised about the potential for increased drug and alcohol misuse, parking problems, and the impact on vulnerable residents with health conditions. One representation noted that there were already two shops selling alcohol and cigarettes, as well as a pub, in the vicinity.
In response to these concerns, the applicant outlined a number of measures they would take to promote the four licensing objectives1, including:
- Installing a CCTV system
- Maintaining a refusal log and incident log
- Training staff in responsible alcohol service and conflict management
- Implementing a Challenge 25 policy2
- Managing outdoor activity to prevent disturbances
- Ensuring alcohol service is always ancillary to food consumption
The applicant also stated that the premises would operate as a cafe rather than a bar, with a focus on providing a family-friendly environment.
The sub-committee clarified that their decision related solely to the application under the Licensing Act 2003, and that they were unable to consider issues that did not relate to licensable activities or the licensing objectives. They also clarified that no part of the borough currently suffers from communicative impact3. The sub-committee stated that they were satisfied that the licensing objectives would be promoted by granting the application, and resolved to approve it with the amended condition regarding Sunday alcohol sales.
