The Northern Area Planning Committee is scheduled to meet to discuss planning appeals and updates, and to consider planning applications for a change of use at Oaksey Park Golf and Leisure and a permanent rural worker dwelling near East Kennett.

Planning Application: Oaksey Park Golf and Leisure
The committee will consider planning application PL.2025.02874 for a change of use at Oaksey Park Golf and Leisure, Wick Road, Oaksey. The proposal involves changing the use of land and buildings associated with previously approved holiday accommodation to Class C3 residential use1, along with formalising a footpath connection, car parking, and associated works. This is an alteration to a previously approved phase of development.
The planning officer's report, OakseyPL-2025-02874committee.report.pdf, notes that the Oaksey Parish Council objects to the application unless the design, construction and materials reflect Oaksey's Neighbourhood Plan. The planning officer's report notes that the proposals conflict with the development plan when assessed against the principle of the development and the aims of trying to reduce the reliance on private vehicular use in Wiltshire through the appropriate accessibility of development near to services and facilities by means other than the private vehicle. However, the planning officer's report also notes that this is tempered by the relationship of the site to the limits of development at Oaksey, which is identified as a Large Village in Wiltshire capable of accommodating some level of growth; and the proposals to secure an active travel link between the site and Oaksey village which would provide some local benefit beyond mitigating for the impact of the development itself. The planning officer's report recommends that planning permission be granted subject to conditions and a Section 106 agreement to secure financial contributions towards affordable housing, public open space, sports pitches, waste and recycling provision, and biodiversity net gain monitoring. The planning officer's report also recommends that the Section 106 agreement secures the existing active travel link to Wick Road.
Planning Application: Land South of West Kennett Farm, East Kennett
The committee will also consider planning application PL.2025.05619 for a permanent rural worker dwelling on land south of West Kennett Farm, East Kennett. This application follows a previous temporary permission for a rural worker dwelling.
East Kennett Parish Meeting objects to the application, citing concerns about setting a precedent for uncontrolled housing expansion in an area designated as a World Heritage Site and an Area of Outstanding Natural Beauty2, as well as the site's location outside the village settlement boundary and accessibility issues.
The World Heritage Site Coordination Unit does not object, but recommends removing permitted development rights and ensuring external lighting is reviewed to preserve dark skies.
The planning officer's report, Land at West Kennett Farm agri dwelling - Committee Report.pdf, notes that the Agricultural Business Consultant supports the application, stating that the business presents an essential need for a presence on site at most times, is profitable and viable, and the proposed dwelling is not excessively large in relation to the essential need.
Planning Appeals and Updates

The appeals received include an application for the development of 9 dwellings at Paddock land adjoining 39a Stone Lane, Lydiard Millicent.

- An appeal against the refusal of outline planning permission for industrial/warehouse development within Class E(g), Class B2 and Class B8 at Land Off Braydon Lane, Chelworth Industrial Estate, Chelworth, Cricklade, which was dismissed. The PL.2022.01840 - Appeal and Costs Decisions.pdf document includes the inspector's decision, which states that the main issues were whether the proposed development would be in a suitable and sustainable location, the effect on the character and appearance of the surrounding area, the effect of traffic on the character and amenities of Cricklade, and whether the development would be at unacceptable risk of flooding.
- An appeal against the refusal of planning permission for an extension to a yard at Braydon Lane Garage, Chelworth Industrial Estate, Chelworth Road, Cricklade, which was allowed with conditions.
- Appeals against the refusal of planning permission and listed building consent for the conversion of existing stables into a dwelling house at Reybridge Farm Stables, 32 Reybridge, Lacock, which were dismissed.
- An appeal against the refusal of planning permission for a single storey extension, internal alterations and refurbishment of the home/office storage building at Hazeland Mill, Hazeland, Bremhill, Calne, which was dismissed.
- Appeals against the refusal of prior approval and planning permission for the conversion of agricultural buildings to a flexible commercial use shop and café at Home Farm, Burton Hill, Malmesbury, which were dismissed.
- An appeal against the refusal of planning permission for the repair of an existing dormer window and surrounding structure to allow for two glass doors instead with narrow, fixed glass side panels at 49 North Street, Calne, which was dismissed.
- An appeal against the refusal of permission in principle for the erection of up to 8 dwellings at Kington Langley Garage, Malmesbury Road, Kington Langley, Chippenham, which was allowed.
- An appeal against the refusal of planning permission for the conversion of a garage to a habitable room at 44 Haystack Avenue, Chippenham, which was allowed with conditions.
Minutes of the Previous Meeting
The committee will be asked to approve the minutes of the meeting held on 5 November 2025. According to the minutes, the committee discussed planning appeals and updates, and an application for extensions to an existing garage at 86-87 Kington St Michael, Chippenham, which they refused.
