The Northern Area Planning Committee of Wiltshire Council met on 3 December 2025, and approved a planning application for 12 dwellings at Oaksey Park Golf and Leisure. A decision on a planning application for a permanent rural worker's dwelling at Land South of West Kennet Farm was withdrawn from the agenda. The committee also received an update on recent planning appeals.
Oaksey Park Golf and Leisure Planning Application Approved
The committee approved a planning application for the change of use of land and proposed buildings associated with implemented Phase IV holiday accommodation to Class C3 Residential Use, together with formalisation of footpath connection, car parking and associated works at Oaksey Park Golf and Leisure, Wick Road, Oaksey.
The application was recommended for approval by the Principal Planning Officer, James Taylor, subject to conditions and a Section 106 agreement[^2] to secure financial contributions and other obligations. The committee heard from Robert Gillespie, John Henry, Cameron Cooper, and William Stebbing, representing Oaksey Parish Council, all in support of the application.
Councillor Chuck Berry, the unitary division member, spoke to the application, raising points about the Oaksey Parish Council Neighbourhood Plan, the scale of the proposals, building materials, parking, sewerage capacity, and sustainable drainage.
The committee briefly discussed the application before Councillor Ross Hennings, seconded by Councillor Peter Wragg, proposed that the application be granted with conditions and an informative note about the applicant having full regard to the Oaksey Neighbourhood Plan and in particular Policy 4 – Design of New Development and Local Distinctiveness and relevant Design Guidelines.
The committee approved the application with the conditions and heads of terms as laid out in the officer's report, and an additional informative note. These include:
- An affordable housing contribution of £347,734.55
- Public Open Space contribution of £25,106.40 (off-site contribution)
- Equipped play contribution of £10,368.40 (off-site contribution)
- Sports Pitches contribution of £3,312.00 (target site to be identified)
- Waste and recycling contribution of £1380.00
- Strategic Access Management and Monitoring (SAMM) contributions of £3,981
- Biodiversity Net Gain Monitoring Contribution for on-site of £11,156.00
- Securing the existing active travel link to Wick Road in perpetuity
- S106 monitoring fee, at 1% of the total sum of contributions
- The provision and maintenance of communal open spaces, parking, driveway, amenity areas and planting by means of the management company, including footpath.
The conditions also covered the implementation period, approved plans, external materials, hard and soft landscaping, a Landscape and Ecology Management Plan, a Wildlife Mitigation and Enhancement Scheme, a Habitat Management and Monitoring Plan, a Construction Environmental Management Plan, external lighting, surface water drainage, foul water details, a Construction Method Statement, cycle storage, electric vehicle charging, sustainable construction, the closure of the Wick Road access, and the implementation of soft landscaping.
Land South of West Kennet Farm Application Withdrawn
A planning application for a permanent rural worker dwelling following a temporary rural worker dwelling at Land South of West Kennet Farm, East Kennet, was withdrawn from the agenda. The item is to be considered by the Eastern Area Planning Committee on 15 January 2026.
Planning Appeals Update
The committee received an update on planning appeals. The Principal Planning Officer, Oliver Phippen, highlighted an application for Land off Sherston Road, Malmesbury, that had been refused by the Strategic Planning Committee against officer recommendation but allowed at appeal. The committee noted that the current percentage of major applications successful overturns at appeal was around 8.6%, a slight improvement on the previous month's figure of 9.7%.
Councillor Howard Greenman referred to the appeal for Kington Langley Garage and the erection of 8 dwellings, and asked if the dwellings could be allocated to Kington St Michael due to boundary changes between Kington Langley and Kington St Michael.
