Summary
The Salisbury Area Board is scheduled to meet on Thursday 4 December 2025, at City Hall, Malthouse Lane, Salisbury. The agenda includes updates from partners such as the police and Salisbury City Council, funding applications, and discussions on local priorities and highway improvements. The board will also hear an introduction to Spurgeon's Family Hubs and receive an update on City Hall.
Area Board Funding
The board is scheduled to discuss several funding applications. The remaining budgets include £16,820 for community area grants, £10,127 for youth grants, and £5,000 for older and vulnerable people grants.
The following community area grant applications are listed for consideration:
- £409.37 is requested by Salisbury Men's Shed for health and safety improvements, specifically to purchase improved dust extraction equipment.
- Wiltshire Creative has requested £5,000 towards a £10,880 project to upgrade assistive listening services at Salisbury Playhouse. The report pack states that the upgrades aim to improve accessibility for D/deaf, hard-of-hearing, blind and partially sighted visitors, whose experience
can be frustrating or even excluding
due to the current system's age and unreliability.
The following youth grant applications are listed for consideration:
- Splash Wiltshire has requested £5,000 for the Splash Underpass Project, with a total project cost of £10,200. The project aims to revamp two underpasses in Salisbury with artwork created by local young people who have experienced challenges in their lives.
- Salisbury Transition City CIC has requested £750 towards the People in the Park 2026 event, which has a total project cost of £6,654. The event aims to bring together the community, provide a platform for local groups, and promote environmentally friendly businesses.
The following older and vulnerable adults funding applications are listed for consideration:
- The Men's Group at Salisbury Rugby Club has requested £750 for a Christmas event for the Men's Dementia Group, with a total project cost of £1,535.
- HomeStart South Wiltshire has requested £247 for a Christmas party at the Friary Community Centre, with a total project cost of £247.
- Folio Theatre has requested £1,250 for creative writing workshops for over 65s in Salisbury, with a total project cost of £6,800. The workshops will support participants to develop monologues in response to World Wide Wiltshire, and the monologues will be professionally shot and broadcast online.
The Salisbury Area Board's Health and Wellbeing group met on 19 November 2025, and made the following recommendations regarding the older and vulnerable adults grant applications:
- The panel recommends awarding the full £750 requested by The Men's Dementia Group at Salisbury Rugby Club.
- The panel recommends awarding the full £247 requested by HomeStart South Wiltshire.
- The panel recommends part funding the Folio Theatre project, awarding £750 instead of the £1,250 requested.
Local Highways and Footpath Improvement Group (LHFIG)
The board is scheduled to note the minutes and consider recommendations arising from the last LHFIG meeting held on 12 November 2025, as detailed in the Salisbury LHFIG - Report.
One recommendation is listed:
- £1,919.47 for Ashley Road Parallel Crossing Warning Signs.

The board is scheduled to receive verbal updates from:
- Louise Webber, from Salisbury City Council.
- Inspector Tina Osborn, from the Neighbourhood Police Team.
- Liz Batten, on the Safe Places Scheme & Ask for Angela Audits.

Police Updates
The Police NPT update includes updates on local priorities such as business crime, PSPO street drinkers1, rural burglaries and crime, community speed watch, and vulnerable checks. The Violence Against Women and Girls VAWG quarterly report Autumn 2025 provides updates on the police's efforts to tackle violence against women and girls, including work with the Ending VAWG Coalition Wiltshire (E-VAWG), stalking work, and Project Vigilant2. The Road Safety Update - Salisbury includes information on the #FATAL5 education campaign, drink and drug driving, community road safety team activities, traffic surveys, community speed enforcement officers, partnership working, and young drivers & passenger education.
Making Our City Safer Update
The Making Our City Safer Update provides an update on the partnership project between SI Salisbury and Safer and Supportive Salisbury, including the Salisbury Safe Places scheme and Ask for Angela Audits. The Salisbury Safe Places scheme has 43 venues across the city where people can go to ask for support if they feel frightened or at risk. The Ask for Angela campaign encourages people who feel unsafe in a pub or bar to ask for Angela
as a code word to alert staff that they need help.

Family and Community Learning Impact Report 2024-2025
The Family and Community Learning Impact Report 2024-2025 details the work of Wiltshire Council's Family and Community Learning programme, which is part of the Targeted Education Service and funded through the Department for Education's Adult Skills Fund. The report states that in 2024–2025, the programme supported 635 individual learners across a range of online and face-to-face courses throughout Wiltshire. The report also highlights the programme's objectives, which include:
- Building confidence and motivation to re-engage with learning
- Developing skills for employment, training, or self-employment
- Improving digital, financial, and communication skills
- Equipping parents and carers to support their children's learning
- Enhancing health and social wellbeing
The report includes testimonials from learners, such as this one from Serhii, who attended English for Speakers of Other Languages (ESOL):

Health and Wellbeing Survey 2026
The Health and Wellbeing Survey 2026 is scheduled to run from 5 January to 6 February 2026. It aims to gather insights into the lived experiences of children and young people across the county. The survey will be open to all educational settings in Wiltshire, including primary and secondary schools, special schools, further education colleges, independent schools, and alternative provision settings.
Youth Council Elections 2026
The Youth Council Elections 2026 are scheduled to take place from 2 to 6 February 2026. The elections aim to elect Youth Councillors to represent young people and influence local decisions. The target group is schools educating 11–17-year-olds. Schools are asked to complete a sign-up form by Friday 8 December 2025.
