The Licensing Sub-Committee of Lambeth Council met on Monday 24 November 2025 to consider applications for the variation of premises licences. The meeting was scheduled to discuss licensing applications for two premises: Co-op at 176-178 Streatham Hill and The Paxton at 255 Gipsy Road.
Co-op, 176-178 Streatham Hill, London SW2 4RU
The meeting was scheduled to consider an application to vary the premises licence for the Co-op located at 176-178 Streatham Hill. The applicant, Co-operative Group Food Ltd, sought to extend the hours for the sale of alcohol for consumption off the premises from 06:00–23:00 to 00:00–24:00 (24 hours). Additionally, the application proposed to permit late-night refreshment as a licensable activity from 23:00 to 05:00. All sales between 23:00 and 06:00 would be for online delivery only, with the store closing to the public at 23:00.
Representations were received from the Licensing Authority, the Police, and one local Councillor, raising concerns about the proposed extension of hours and its potential adverse impact on the licensing objectives of preventing public nuisance, crime and disorder, public safety, and the protection of children from harm. The Licensing Authority noted that the requested hours were beyond those recommended in Lambeth's Licensing Policy1 for premises in a Major Town Centre. The Police expressed concerns that 24-hour alcohol sales could facilitate customers wishing to replenish alcohol, increasing the risk of high intoxication levels and potentially contributing to domestic offences, neighbour disputes, and anti-social behaviour associated with house parties.
The report indicated that the applicant had agreed to new conditions to replace those proposed by the applicant and the Licensing Authority. These agreed conditions, along with those proposed by the Police, were detailed in Annex C of the report. The current premises licence for the Co-op at 176-178 Streatham Hill is detailed in Annex D.
The Paxton, 255 Gipsy Road, London SE27 9QY
The committee was also scheduled to consider an application to vary the premises licence for The Paxton, located at 255 Gipsy Road. The applicant, Greene King Brewing and Retailing Limited, sought to extend hours for live music, recorded music, late-night refreshment, the sale of alcohol, and opening hours.
The proposed variations included:
- Extending opening hours to start at 09:00 daily.
- Commencing the sale of alcohol at 09:00 daily.
- Starting regulated entertainment at 09:00 daily.
- Extending the terminal hour for live music to 00:30 Monday to Thursday, 02:00 on Friday and Saturday, and 23:30 on Sunday.
- Extending the terminal hour for late-night refreshment on Friday and Saturday to 02:00.
The applicant also proposed to replace all existing conditions with a new operating schedule.
The report noted that initially, 51 representations were received from residents objecting to the application, with four in support. Following mediation, 47 objections remained. These objections engaged all four licensing objectives and highlighted concerns about the extended hours, insufficient information, and the potential adverse impact on the area. Residents expressed worries about noise from amplified music and patrons leaving the venue late at night, increased anti-social behaviour, parking issues, and the impact on public safety, particularly for children and vulnerable individuals. The premises is classified within Lambeth's Licensing Policy as a Public House located within a local centre/shopping parade, with recommended terminal hours of 23:00 Sunday to Thursday and midnight on Friday and Saturday.
The applicant had revised their application following the receipt of objections. The revised proposals aimed to address some of the concerns raised, with specific adjustments to the timings for recorded music and late-night refreshment. The current premises licence for The Paxton is detailed in Annex C.
The meeting was also scheduled to include standard procedural items such as the election of a Chair, declarations of interest, and the approval of minutes from the previous meeting held on 14 October 2025.
