The Northern Planning Committee for Shropshire Council met on 9 December 2025, to consider several planning applications, including a retrospective review of a previously refused application, and to note recent appeal decisions. The committee was also scheduled to discuss an update on a deferred planning application.
Land West of Lyth Hill Road, Bayston Hill
The committee was scheduled to revisit a hybrid planning application for land west of Lyth Hill Road, Bayston Hill, previously discussed on 19 August 2025. The application (24/00765/FUL) seeks full planning permission for 108 dwellings, open space, and infrastructure, along with outline permission for four self-build plots.
The prior discussion had resulted in a deferral, so that planning officers could negotiate with the developer regarding site density, open space, impact on local services and 'urbanisation' of the village.
Since the deferral, the applicant has submitted revised plans, including a reduction of dwellings from 114 to 108. Bayston Hill Parish Council continues to object, citing:
- conflict with policies CS6 and MD2 of the Shropshire Local Plan;
- excessive density;
- loss of agricultural land;
- inadequate open space;
- harmful landscape and light impacts; and
- adverse implications for local services and highway safety.
The Parish Council stated that the revisions had not addressed the issues raised by the Northern Planning Committee.
Shropshire Council Ecology recommended conditions relating to biodiversity net gain, and Shropshire Council Highways had no objections following the submission of additional highways information.
The Planning Services Manager was recommended to be given delegated authority to grant planning permission subject to a Section 106 agreement and planning conditions.
Land Adjacent to Cloverfield, Chester Road, Whitchurch
An outline application (25/02878/OUT) for a proposed residential development was scheduled to be discussed for land adjacent to Cloverfield, Chester Road, Whitchurch. The application proposes up to 65 dwellings, including affordable housing, public open space, landscaping, and associated infrastructure.
Whitchurch Town Council objects to the proposed development, citing that the proposal is for development on open countryside, and that the application does not adequately address the cumulative impacts of this and other nearby developments.
Councillor Andy Hall, a local member, also objects to the proposed development, raising concerns about increased traffic on Chester Road, and stating that the application is not supported by a full Transport Assessment or a robust, enforceable Travel Plan.
The Planning Services Manager was recommended to be given delegated authority to grant planning permission subject to a Section 106 agreement and planning conditions.
Land East Of Shrewsbury Road, Hadnall
The committee was scheduled to discuss an application (24/04834/FUL) for the construction of 44 dwellings, vehicular access via Shrewsbury Road, public open space, landscaping and planting, associated infrastructure and enabling works on land east of Shrewsbury Road, Hadnall.
Hadnall Parish Council objects to the proposed development, stating that the site lies outside the settlement boundary and is designated as open countryside under the adopted Local Plan.
Councillor Alex Wagner, a local member, also objects to the proposed development, citing drainage issues, and stating that local infrastructure is at capacity.
Subject to the receipt and agreement of an amended internal road design to adoptable standards and a walking and cycling review, both to the satisfaction of the Highway Authority, the Planning Services Manager was recommended to be given delegated authority to grant planning permission subject to a Section 106 agreement and planning conditions.
Electricity Sub-station, Uffington
The committee was scheduled to discuss an application (25/00531/FUL) for the installation of a Battery Energy Storage System (BESS) and associated infrastructure at the Electricity Sub-station, Uffington.
Uffington Parish Council objects to the proposal, citing that the entrance to the development impacts on the canal, and that the resulting volume of traffic would be exacerbated by the current parking issues in the village.
Councillor Brendan Mallon, a local member, also objects to the proposed development, raising concerns about the effectiveness of emergency response due to potential traffic disruption, and stating that the proposal lacks detail on environmental management for contaminated runoff.
The Planning Services Manager was recommended to be given delegated authority to grant planning permission subject to a Section 106 agreement and planning conditions.
23 Cross Street, Oswestry
The committee was scheduled to discuss an application (25/02860/FUL) for the proposed conversion of upper floors into a 6-bedroom House in Multiple Occupation (HMO) at 23 Cross Street, Oswestry.
This application was previously refused, and was being brought back to the committee for reconsideration.
Oswestry Town Council objects to the application, stating that there have been no substantial changes to the proposed development following the planning officer's decision to refuse permission on application 25/01940/FUL.
The Planning Services Manager was recommended to be given delegated authority to grant planning permission subject to planning conditions.
Appeals
The committee was scheduled to note the schedule of appeals as at 09.12.2025. This included noting that appeals had been:
- Dismissed for:
- the erection of a tennis court at Roden Farm Barn, Brandwood, Myddle, Shrewsbury
- an outline application for 2No. detached dwellings to the North Of Nobold Lane, Shrewsbury
- the demolition of an existing dwelling and construction of six dwellings at Oteley Bungalow, Sutton Grange Drive, Shrewsbury
- the discharge of a Section 106 Agreement attached to planning permission reference N/96/350/WS/37 at Adina, Weston Under Redcastle, Shrewsbury
- Allowed for:
- a proposed single storey side/rear extension at Kings Thursday, Christ Church Lane, Market Drayton
- an outline application for the erection of 2 self build dwellings at Land West Of Tern Hill Hall Tern Hill Shropshire
The committee was also scheduled to note that an appeal had been made against the refusal of outline permission for a single self-build dwelling to the west of Dovaston, Shropshire.
