The Shropshire Council meeting scheduled for 11 December 2025 was set to cover a wide range of critical council operations, from financial planning and workforce development to statutory appointments and the setting of the Council Tax base. Key discussions were anticipated around the council's Improvement Plan and People Plan, outlining strategies for financial stability, service delivery, and staff support.
Improvement Plan and People Plan
A significant portion of the meeting was dedicated to the council's strategic direction, with discussions scheduled on the draft Shropshire Council Improvement Plan1 and the People Plan2. The Improvement Plan, presented as a framework for the council's activities until March 2027, aims to address immediate challenges, including a declared financial emergency, and establish financial stability, clear priorities, and a supported workforce. It outlines three core aims: becoming financially stable and sustainable, having clear priorities and purpose, and supporting and enabling the workforce to excel. The People Plan, a five-year strategy, focuses on creating a high-performing, inclusive, and sustainable workforce, with key priorities including shaping a positive culture, developing leadership and talent, enhancing capability and capacity, improving performance management, and streamlining systems and establishment.
Financial Matters
The council was scheduled to review its financial standing through several reports. The Treasury Strategy 2025/26 Mid-Year Review3 was to provide an update on the council's investment and borrowing activities, confirming compliance with established limits. This report included an economic update, a review of the investment portfolio and borrowing strategy, and an analysis of interest rate forecasts. Additionally, the Setting the Council Tax Taxbase for 2026/274 report was to outline the proposed Council Tax taxbase for the upcoming financial year, detailing the policies and assumptions used in its calculation, including discount policies, the Council Tax Support Scheme, and the estimated collection rate. The report also detailed the Council Tax Support Scheme5, which sets out how individuals with low incomes can receive support with their Council Tax bills, and outlined discretionary discount policies6 for second homes and vacant properties.
Statutory Appointments and Governance
The meeting agenda included the formal appointment of key officers to statutory roles. A report on the Appointment of Interim Chief Executive, Returning Officer and Electoral Registration Officer7 was to propose Tanya Miles as Interim Chief Executive, Returning Officer, and Electoral Registration Officer, with Tim Collard proposed as Deputy Electoral Registration Officer.
Motions
Two motions were scheduled for consideration:
- Enhancing Accessibility of Council Meetings: Proposed by Councillors Alex Wagner and Dan Thomas, this motion sought to improve the accessibility of scrutiny and committee meetings by moving a selection of them to a 6pm start time to enable greater participation from working-age members.
- Sundorne Sports Village Redevelopment and Pyrolysis Technology: Proposed by Councillor Brendan Mallon, this motion raised concerns about the energy supply technology chosen for the Sundorne Sports Village redevelopment. It advocated for a comparison between the selected air source heat pumps and solar panels, and pyrolysis technology, arguing that pyrolysis could be a more economically and environmentally superior solution.
