Review of Implemented Planning Decisions

The panel will review implemented planning decisions. According to a report prepared by Phil Norman, Assistant Director – Planning and Strategic Infrastructure, and Jacob Bryan, Planning Officer, a tour of development sites took place on 16 October 2025, with five councillors attending. The report notes that the main conclusions noted throughout the exercise included the lack of private front gardens, a uniform approach to design and material finish, and the siting of private bin collection points. The report recommends that the conclusions from the review of implemented planning decisions be reported to the Planning Committee.

South Holland Centre Performance Update

The panel is scheduled to discuss the South Holland Centre Performance Update. According to a report prepared by Emily Spicer, Assistant Director - Communities and Housing Services, and Nichola Holderness, Group Manager – Community Leadership, ticket sales are at 13,817, which is higher than this time in 2024. The report also notes that tickets are selling positively for the 2025 pantomime Rapunzel , with sales and reservations currently at 9,202. The report recommends that the panel notes the content of the report.

Key Decision Plan

The panel will note the current Key Decision Plan2. The Key Decision Plan lists key decisions that the council is likely to make over the next twelve months. These include:

  • The award of contract under an agency agreement for the operation and lifecycle maintenance of the council's leisure facilities.
  • Input into the Draft Action Plan to underpin delivery of the Trees & Hedgerows Strategy.
  • Input into the Draft Action Plan for Carbon Reduction prior to adoption by Cabinet.
  • The award of a contract for retrofit works including Air Source Heat Pumps, solar panels, loft insulation and ventilation for installation in the council's housing stock.
  • A review of existing and introduce new waste policies to enable implementation of the new household waste collection model.
  • Acknowledgement and agreement of the Destination Lincolnshire Local Visitor Economy Partnership Destination Management Plan and the South and East Lincolnshire Councils Partnership Destination Management Plan.
  • Adoption of a business plan and asset management strategy and build the finances into the budget.
  • Consideration of the Spalding Conservation Area Appraisal, Spalding Heritage Strategy, Holbeach Conservation Area Appraisal, and South and East Lincolnshire Councils Partnership Design Guide prior to public consultation.
  • Agreement of a joint South and East Lincolnshire Councils Partnership Safeguarding Policy in order to standardise the Partnership's approach to Safeguarding children and adults in the work we do.
  • A decision to allocate grant funding from the UK Shared Prosperity Fund3 and the Rural England Prosperity Fund4 for South Holland District.

Performance Monitoring Panel Work Programme

The panel will consider its work programme. The work programme sets out the dates of future panel meetings along with proposed items for consideration. The panel will also consider the task groups that have been identified by the panel.


  1. Section 59 of the Police Reform Act 2002 gives police the power to issue a warning or seize a vehicle being used in a way that causes alarm, distress or annoyance. 

  2. A key decision is defined as a decision which, in relation to an executive function, has a significant effect on communities in two or more wards of the council and / or is likely to result in the authority incurring expenditure, generating income or making savings in any single financial year above the threshold of £75,000 in respect of revenue expenditure and £180,000 in respect of capital expenditure. 

  3. The UK Shared Prosperity Fund is a fund for local authorities to invest in projects that improve life chances and support economic growth. 

  4. The Rural England Prosperity Fund is a fund for projects that improve rural productivity and boost rural economies.
