Application to Vary a Premises Licence: DNA Bistro

Currently, the premises has a licence (PREM/2021/0079) dating back to 12 October 2021. No Temporary Event Notices have been submitted for the premises this year.

Several representations have been made regarding the application:

• The Environmental Health authority (Environmental Enforcement) has submitted representations based on the prevention of public nuisance.
• The Police have submitted representations based on the prevention of crime and disorder and the prevention of public nuisance.
• The Licensing Authority has submitted representations based on the prevention of public nuisance.
• One representation has been received from local residents, citing concerns about the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The report pack notes that the Licensing Sub-Committee is required to consider Hackney's Statement of Licensing Policy (the Policy ), particularly policies LP1 (General Principles), LP2 (Licensing Objectives), and LP3 (Core Hours).

If the Sub-Committee is minded to approve the application, the Senior Licensing Officer, Sanaria Hussain, suggests additional conditions to be applied to the licence, including:

• Mandatory conditions regarding the exhibition of films, particularly concerning the admission of children under 18.
• A condition that each individual carrying out a security activity at the premises must be licensed by the Security Industry Authority.
• Conditions deriving from Responsible Authority Representations, including the employment of SIA door supervisors on an operational risk assessment basis, and measures related to waste disposal and litter management.

Application to Vary a Premises Licence: Local Supermarket

The sub-committee will also consider an application to vary a premises licence for Local Supermarket, located at 140-142 Kingsland High Street, London, E8 2NS. Mr Hasan Cevik has applied to extend the current operating hours for the supply of alcohol for off-sales from 23:00 to 00:00, Monday to Sunday.

The premises has held a premises licence (099459) since 24 January 2019. The report pack notes that Temporary Event Notices for the premises have been given recently, including several spanning from 23:00 to 00:00.

Four representations have been received from local residents, raising concerns related to the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.

The report pack notes that the Licensing Sub-Committee is required to consider Hackney's Statement of Licensing Policy (the Policy ), particularly policies LP1 (General Principles), LP2 (Licensing Objectives), LP3 (Core Hours) and LP4 (Off Sales of Alcohol).

Review of a premises licence: Molly Blooms

The minutes of the previous meeting on 18 November 2025 include a review of a premises licence for Molly Blooms, located at 525 Kingsland Road, London, E8 4AR. The review was initiated by the Licensing Authority based on concerns regarding the prevention of public nuisance. The report pack notes that there were no objections from local residents or representations supporting the Licensing Authority's application, but the Sub-Committee heard from two of the 44 Other Persons who had submitted representations in support of Molly Blooms.

The Licensing Sub-Committee decided to modify the conditions of the premises licence, keeping the hours of licensable activity unchanged but adding several agreed conditions, including:

• Closing doors leading to Bentley Road after 22:00 daily, except in emergencies.
• Keeping doors and windows closed, except for access and egress, when regulated entertainment is taking place.
• Implementing an External Area Management Plan and a Dispersal Policy, to be submitted to the Licensing Authority.
• Making a contact telephone number publicly available for local residents to reach the management team.
• Installing a sound limiter if complaints are received and substantiated regarding noise from regulated entertainment.

The Sub-Committee's decision was influenced by the representations from the Licensing Authority, the Premises Licence Holder, and the local residents who supported the premises. The Sub-Committee felt that modifying the conditions on the premises licence was appropriate to prevent the licensing objectives being undermined and ensure the premises operate responsibly.
