The Lambeth Council Planning Applications Committee is scheduled to meet on Tuesday 9 December 2025 to discuss several planning applications. These include proposals for Graphite Square, Glasshouse Walk, Blue Star House and Edgeley Road. The committee will also confirm the minutes of their previous meeting.
Graphite Square
The committee will consider planning application 24/03497/FUL relating to Graphite Square, Vauxhall.
The officer recommendation is to grant conditional planning permission, subject to the completion of a Section 106 agreement1 under the Town and Country Planning Act 19902. The Director of Climate Change, Planning and Transport would be delegated authority to finalise the conditions and planning obligations.
In the event that the Committee resolves to refuse planning permission and there is a subsequent appeal, delegated authority is given to the Director of Climate Change, Planning and Transport, having regard to this report, addenda and/or PAC minutes, to propose planning conditions and to negotiate and complete a document containing obligations pursuant to Section 106 of the Town and Country Planning Act 1990 in order to meet the requirement of the Planning Inspector.
If the Section 106 deed is not completed within six months, the Director of Climate Change, Planning and Transport would have delegated authority to refuse planning permission.
Arches 88 to 95 Glasshouse Walk
Planning application 25/01295/FUL for Arches 88 to 95 Glasshouse Walk, Vauxhall, is also up for consideration.
The officer recommendation is to grant conditional planning permission, pending completion of a Section 106 agreement. The Director of Climate Change, Planning and Transport would be delegated authority to finalise conditions and obligations. As with the Graphite Square application, the Director would also be authorised to refuse permission if the Section 106 deed is not completed within six months.
Blue Star House
The committee will also discuss planning application 25/02561/FUL for Blue Star House, 234 - 244 Stockwell Road, Brixton North.
The officer recommendation is to grant conditional planning permission subject to a Section 106 agreement. The Director of Climate Change, Planning and Transport would be delegated authority to finalise the conditions and planning obligations, and to refuse permission if the Section 106 deed is not completed within six months.
Islamic Centre, 11-13 Edgeley Road
Planning application 24/02420/FUL for the Islamic Centre, 11-13 Edgeley Road, Clapham Town, is also scheduled to be discussed.
The officer recommendation is to grant conditional planning permission subject to a Section 106 agreement. The Director of Climate Change, Planning and Transport would be delegated authority to finalise the conditions and planning obligations, and to refuse permission if the Section 106 deed is not completed within six months.
