The Southern Area Planning Committee were scheduled to discuss a diversion order for a public right of way, updates on planning appeals, and a planning application for a retail unit at The Greyfisher pub.

The meeting was scheduled to take place on Thursday 11 December 2025 at City Hall in Salisbury.

Planning Application: The Greyfisher, Ayleswade Road, Harnham, Salisbury

The committee were scheduled to consider an application for the demolition of existing garages and erection of a retail unit (Class E) at The Greyfisher, along with alterations to access, car parking, and associated works including a garden pergola and festoon lighting.

The application was brought to the committee at the request of Councillor Sven Hocking, Unitary Division Member for Salisbury Harnham East, due to concerns about the scale of the development, its visual impact on the surrounding area, its relationship to adjoining properties, its design, and its potential environmental and highway impacts.

The proposed development included:

• A new local convenience store with a gross floor area of 372 sq m, including a 247 sq m trade area. The report pack stated that it was likely to be occupied by Tesco Express
• A new car park with 51 spaces, including 4 disabled spaces and 8 electric vehicle charging (EVC) spaces. One disabled space would have EVC provision.
• Retention of 7 existing car parking spaces to the front of The Greyfisher, bringing the total car parking provision to 58 spaces, shared between the retail store and the pub/restaurant.
• 2 motorcycle parking spaces and a covered Sheffield rack providing 8 cycle spaces.
• A single point of access and egress, with a Traffic Regulation Order (TRO) to prohibit right turn manoeuvres.
• A new sub-station and feeder pillar adjacent to the EVC spaces.
• Improvements to The Greyfisher beer garden and access, including a new patio, a new 2.4 metre high fence, a new timber covered garden pergola, and new festoon lighting.
• A comprehensive soft landscaping scheme, including 15 new trees, 27 metres of new hedgerow, and new shrub planting.

The report pack noted that specific planning policy constraints affecting the site included that it was within the Salisbury settlement boundary, but outside the Conservation Area, and that it was within the Hampshire River Avon Catchment SAC¹.

The report pack included summaries of the responses to consultations that had been carried out.

• Salisbury City Council objected to the application due to highways concerns, the design's negative impact on local amenities, and conflict with the Salisbury Neighbourhood Development Plan. The council also highlighted the need for a clear approach to mitigating the risk of antisocial behaviour associated with the proposed development.
• Nisa Local objected on the grounds of harmful traffic impact and harm to local independent trading.
• Southern Planning Practice, on behalf of Culverhill Retail Ltd, objected on grounds of the significant detrimental economic impact of the proposal on their business, stating that there was no identified need for an additional supermarket in this location.

The report pack stated that the planning officer recommended that planning permission be granted subject to planning conditions.

Highways Act 1980 s.119 Diversion of Sutton Mandeville 13

The committee were scheduled to consider representations concerning The Wiltshire Council Parish of Sutton Mandeville Path 13 Diversion and Definitive Map and Statement Modification Order 2025.

The application to divert Footpath Sutton Mandeville 13 (SMAN13) was made on 2 October 2023 by Birketts LLP on behalf of the landowners, Andrew and Emily Lodge, under s.119 of the Highways Act 1980. The application was made on the grounds that it was in the interests of the owners of The Homestead, to improve the privacy and security of the home.

The report pack noted that the consultation on the order received 5 representations in support and 10 objections.

The report pack stated that the Definitive Map Officer recommended that the Order be forwarded to the Secretary of State for Environment, Food and Rural Affairs (SoSEFRA) with a recommendation from Wiltshire Council that the diversion Order be confirmed with modification to delete Southwick path no.13 from Schedule part 1 and replace it with Sutton Mandeville path no.13.

• Appeal Allowed: Beehive Cottage, Portway, Old Sarum, Salisbury, SP4 6BL - Erection of a new dwelling, landscaping and associated works.
• Appeal Allowed: Land at 30-36 Fisherton Street, Salisbury, SP2 7RG - Redevelopment for retirement living accommodation for older people comprising 47 retirement apartments including communal facilities, access, car parking, landscaping and 3 commercial/retail units.
• Appeal Dismissed: 69 Tollgate Road, Salisbury. SP1 2JP - Side and rear extension.
