December 15, 2025 View on council websiteSummary
Here is a summary of the meeting scheduled to be held by the Lancashire County Council Company Member Cabinet Committee on Monday 15 December 2025. The meeting will focus on the committee's work programme for 2025/26, including updates from various companies in which the council has an interest. A key item for discussion is the Urban Development Fund, though the details will be discussed in private.
Urban Development Fund Update
The committee is scheduled to receive an update on the Urban Development Fund (UDF). However, this discussion is marked as Part II of the agenda, meaning the press and public will be excluded due to the likely disclosure of exempt information. The reason given for the exclusion is that the report contains information relating to financial or business affairs, and it is believed that maintaining the exemption outweighs the public interest in disclosing the information.
Company Member Cabinet Committee Work Programme 2025/26
The committee will be asked to approve the updated work programme for 2025/26. The work programme is intended to be a working document that is updated on a meeting-by-meeting basis to enable the Committee to add or remove agenda items as necessary. The report pack notes that one company, UDF Limited, is scheduled to report to the committee.
The work programme lists a number of companies that the committee has an interest in. These include:
- Active Lancashire Limited, where Adrian Leather is the chief executive.
- Lancashire County Developments Limited (LCDL), where Andy Walker is head of service business growth and Simon Lawrence is director of growth and regeneration.
- Lancashire County Developments (Property) Limited, a subsidiary of LCDL, where Andy Walker is head of service business growth and Simon Lawrence is director of growth and regeneration.
- Lancashire Renewables Limited, where Paul Brindle is the general manager. Lancashire County Council owns 87.5% of the shares in Lancashire Renewables Limited, and Blackpool Council owns the other 12.5%.
- Lancashire UDF Limited, where Phil Green is the executive director of growth, environment and transport.
- Lancashire UDF - SPV2 Limited, a subsidiary of Lancashire UDF Limited, where Phil Green is the executive director of growth, environment and transport.
