Summary

The Warwickshire Waste Partnership is scheduled to meet on 17 December 2025 to discuss waste management performance, updates to national waste strategies, food waste collection plans, and fly-tipping. The meeting will also include updates from waste partners and discussions on communications, health and safety, and local government reorganisation.

Waste Management Performance Data

The Waste Data Performance Q2 25-26 report contains provisional data for the first and second quarters of 2025/26. The Partnership is asked to note that the figures should be treated as provisional, as data may be changed until all authorities' data is approved by the Environment Agency (EA) and Department for Environment, Food and Rural Affairs (DEFRA) through the Waste Data Flow System1.

The report indicates that:

  • The recycling/reuse rate saw a modest increase of 275 tonnes (0.9% up).
  • The composting rate saw a significant decrease of 5,940 tonnes (13.8% down).
  • The recycling, composting, and reuse rate saw a decrease of 5,665 tonnes (7.8% down).
  • The landfill rate saw an increase of 1,370 tonnes (18.3% up).
  • Energy from waste saw a slight decrease of 537 tonnes (1.1% down).
  • Residual waste saw a slight increase of 509 tonnes (0.9% up).
  • Total household waste saw a decrease of 4,832 tonnes (3.7% down).

Updates on the Resources and Waste Strategy for England

Ruth Dixon, Lead Commissioner – Waste Strategy and Contracts, is scheduled to provide a verbal update on the national recycling and waste strategy for England.

The previous meeting in September heard that, from April 2026, local authorities would be required to collect a comprehensive range of dry recycling materials, and that there was also an expectation for weekly food waste collections by April 2026. It was also noted that the government was to publish a Circular Economy Strategy in Autumn 2025.

Food Waste Collection Plans

An update on food waste collection plans is scheduled to be given. At the previous meeting, Alistair Blunkett, Assistant Director for Environment and Enforcement at Nuneaton and Bedworth Borough Council (NBBC), gave an overview of the food waste collection plans, noting that Rugby BC was on track to launch their service next year.

Fly Tipping

The agenda includes a verbal report on fly tipping. At the last meeting, Rachel Savage, Waste and Transport Manager at Rugby Borough Council (RBC), reported a rise in large-scale fly tipping, often involving building waste.
