The Northern Area Planning Committee of Wiltshire Council met on Wednesday 14 January 2026 to consider a range of planning applications. Planning Appeals and Updates
The committee was scheduled to receive details of completed and pending planning appeals. This included information on appeals that had been decided between 21 November 2025 and 2 January 2026, and those that had been received during the same period. Notably, an appeal concerning land north of Bath Road, Corsham, for residential development, was allowed with conditions. Another appeal regarding the change of use of agricultural land for commercial purposes at Chelworth Lodge Industrial Estate, Chelworth, was dismissed. Appeals for the erection of one dwelling at 20 Malmesbury Road, Leigh, and land at The School, Biddestone, were also dismissed. An enforcement notice concerning land at Grittenham, Chippenham, for residential caravans and operational development, was varied and upheld.
Planning Applications
Units 2-6, Stockley Hollow Yard, Stockley Road, Stockley, Wiltshire, SN11 0NP (PL/2025/03848)
This application concerned a retrospective change of use of agricultural buildings to commercial use, specifically falling within Use Class B8 (Storage and Distribution) and Use Class E(g)(iii) (Commercial, Business and Service), along with associated parking. The report recommended granting planning permission subject to conditions. These conditions included the approval of plans, the maintenance of visibility splays, a prohibition on external storage, and restrictions on operating hours. Additional conditions were proposed following further correspondence, relating to unit separation, the removal of shipping containers, and external lighting.
Units 1 - Rear of 1 West View, Stockley Road, Stockley (PL/2025/03850)
This application also related to a retrospective change of use of an agricultural building to commercial use, specifically Use Class B8 and Use Class E(g)(iii), with associated parking. However, due to further correspondence received, officers recommended deferring the decision to a future meeting to allow for the gathering of additional information and a review of conditions in consultation with relevant council departments.
Land North of Cross Lanes Farm, Waterhay, Leigh, Wiltshire, SN6 6QY (PL/2025/04154)
This application sought full planning permission for the erection of a new dwelling, studio building, stable building, and field shelter, along with the creation of a new access and associated landscaping. The proposal was presented as a form of rural exception housing under paragraph 84e of the National Planning Policy Framework (NPPF), citing exceptional design quality. The report highlighted extensive design and consultation processes, the use of sustainable materials, and significant ecological enhancements, including a biodiversity net gain exceeding the mandatory requirement. The proposal also included a financial contribution towards the North Meadow and Clattinger Farm Special Area of Conservation (SAC). The recommendation was to grant planning permission, subject to conditions and the confirmation of a district licence for Great Crested Newts and the SAC financial contribution.
