The Resources and Public Realm Scrutiny Committee of Brent Council met on Wednesday 21 January 2026 to discuss a range of important issues, including the council's approach to anti-social behaviour, community engagement, and the utilisation of kerbside space. The committee also reviewed the findings of its Budget Scrutiny Task Group and considered updates to its work programme.
Anti-Social Behaviour in Brent
The committee was scheduled to receive a detailed report on anti-social behaviour (ASB) in Brent, outlining its scale, nature, and management. The report aimed to enable the committee to assess performance, understand key responsibilities, and identify areas for improvement. The definition of ASB, as outlined in the ASB, Crime and Policing Act 2014, was to be discussed, distinguishing between conduct causing harassment, alarm, or distress, and conduct capable of causing nuisance or annoyance. The report also detailed categories of ASB, including personal, nuisance, and environmental, and highlighted the importance of tackling ASB for community confidence. Areas of highest ASB activity within the borough were to be presented, along with primary concerns affecting local communities, such as environmental ASB, drug-related activities, and neighbour disputes. The report was also to cover the relevant policy and operational framework, including the role of the Safer Brent Partnership, Brent Joint Action Groups (BJAGs), and the Community Multi-Agency Risk Assessment Conference (CMARAC). The ASB Team's activity, core functions, and ongoing initiatives, such as work within private, social, and council housing stock, and the use of Public Space Protection Orders (PSPOs), were to be detailed. Key performance data for the past two calendar years, including CMARAC and BJAG case statistics, and Fixed Penalty Notices issued, were to be presented. The report was also to assess the impact and effectiveness of ASB tools and powers, both non-legal and legal, and outline future challenges and opportunities.
Community Engagement and Consultation
A report was scheduled to provide an overview of the council's approach to community engagement and consultation. This report was intended to explain how the council supports effective communication with residents, enables ongoing dialogue, and creates meaningful opportunities for local people to participate in decisions that affect them.
Kerbside Management Scrutiny Task Group Findings
The committee was to receive the findings and recommendations from the Kerbside Management Scrutiny Task Group. This task group had reviewed how kerbside space in Brent could be more effectively utilised to support sustainable and inclusive travel, enhance public spaces, and deliver equitable community benefits and environmental outcomes.
Budget Scrutiny Task Group Findings
The Budget Scrutiny Task Group was scheduled to present its findings for adoption by the committee. This report would likely detail the group's review of the council's budget and any recommendations arising from it.
Scrutiny Recommendations Tracker
The committee was to review the scrutiny recommendations tracker, which presents the progress of scrutiny recommendations made to the Cabinet, Full Council, or external stakeholders. This report serves to monitor the implementation of previous recommendations and suggestions for improvement.
Resources and Public Realm Scrutiny Committee Work Programme Report
An update on the changes to the Resources and Public Realm Scrutiny Committee's work programme was scheduled for discussion. This report would outline any adjustments to the committee's planned activities and priorities for the municipal year.
