Licensing Sub-Committee - Monday, 19th January, 2026 10.30 am
January 19, 2026 View on council websiteSummary
The Licensing Sub-Committee is scheduled to consider a new premises licence application for Rose Hill Bowling Club. The committee will also review the procedure for licensing hearings.
Licence Application for Rose Hill Bowling Club
The main item scheduled for discussion is a licence application for the Rose Hill Bowling Club, located at the Bowls Pavilion, Rosehill Recreation Ground, Rose Hill. The application seeks a new premises licence to permit a range of activities.
These activities include:
- The provision of film exhibitions daily from 6:00 PM to 11:00 PM.
- The provision of live music daily from 12:00 PM to 11:00 PM.
- The provision of activities similar to live or recorded music or dance daily from 7:00 PM to 11:00 PM.
- The sale of alcohol for consumption on the premises daily from 12:00 PM to 11:00 PM.
The report pack details that the Metropolitan Police initially raised concerns regarding the application, but these were addressed through amendments to the operating schedule. However, one representation was received from Other Parties,
raising concerns related to the prevention of public nuisance. This representation comes from an individual with extensive experience in environmental health and noise assessment, who believes the application should be refused due to the potential for unsustainable public nuisance from outdoor events on the bowling green. The objector also questions the compatibility of the proposal with the new SEND school nearby and the preservation of the bowling green itself.
The committee will consider the application in line with the Licensing Act 20031, the Secretary of State's Guidance2, and Sutton's Statement of Licensing Policy3. These documents outline the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report pack includes details of the applicant's operating schedule, which outlines the steps they propose to take to promote these objectives. This includes measures for CCTV, a dispersal policy, delivery time restrictions, and age verification procedures under the Challenge 25
scheme.
Licensing Sub-Committee - Hearings Procedure
The committee will also review the procedure for licensing hearings. This document outlines how the Licensing Committee and its Sub-Committees manage their business, including the process for dealing with licence applications, representations, and hearings. It details the roles of applicants, responsible authorities, and other persons, as well as the procedures for evidence submission and decision-making.
